France is quietly re-engineering how it rewards electric cars. Rather than simply handing out flat cash for any BEV, the country now filters support through a carbon-style "environmental score," a lower weight ceiling, and a manufacturing-location bonus. Add the EU's new plug-and-charge charging standard and you get a 2026 rulebook that looks very different from the U.S. or Chinese playbooks. Here is the mechanism, decoded.

From fixed cash to a "score"
Since July 2025 France folded its old bonus écologique into the "Coup de pouce véhicules particuliers électriques", financed through Energy Savings Certificates (CEE) rather than the state budget. In 2026 the amounts sit at roughly €5,700 for low-income households, €4,700 for middle-income, and €3,500 for others, with a further €1,000–2,000 "European battery" top-up. But eligibility is no longer automatic: a new BEV must cost under €47,000, weigh under 2.4 tonnes, and post an ADEME environmental score of at least 60 — a metric that grades manufacturing CO₂, battery footprint, logistics and the energy mix used to build the car.

The 1,500 kg weight malus — EVs are no longer exempt
From January 1, 2026 France lowered its weight-based penalty (malus au poids) threshold from 1,600 kg to 1,500 kg. Crucially, EVs are no longer automatically shielded — exemption now depends on the environmental score. Combined with a tighter CO₂ malus (threshold ~108 g/km, down from ~113), heavy or carbon-intensive EVs can now trigger penalties. The policy signal is blunt: France wants efficient, locally-made electrification, not just any electrification.

Plug-and-charge arrives (ISO 15118)
At the EU level, the Alternative Fuels Infrastructure Regulation (AFIR) is shifting from "build chargers" to "make them interoperable." From January 8, 2026, all newly installed or substantially upgraded public AC points must support EN ISO 15118-2 — automatic authentication with no card or app ("plug and charge"). A further jump to ISO 15118-20 (which unlocks bidirectional / vehicle-to-grid charging) becomes mandatory from January 2027. France's residential wallbox tax credit (up to €500) expired at end-2025, but the Advenir grant for condominium (shared-building) charging remains.

Why this matters for buyers and makers
The net effect: France is moving from subsidy-led growth to compliance-led electrification. Corporate fleets over 100 vehicles must hit an ~18% low-emission share in 2026 (≈€4,000 penalty per missing vehicle), and short-term-rental fleets must electrify 15% (25% in 2027). For consumers, the bonus now rewards lighter, European-assembled, lower-carbon cars — which is why Renault's Douai-built R5 (best-selling EV in France) fits the frame almost perfectly.

China Angle
China's EV makers are reading this rulebook closely. The bonus top-up for European-manufactured batteries and the environmental score both push brands toward local production — which is exactly why BYD is scouting factories in Spain and France (with Hungary already in early output) and why Chinese OEMs are pairing with Stellantis (Spain/France), Ford (Spain) and a former Nissan plant (Spain) to localize. A Chinese EV built in Europe with a European-sourced pack can clear the score and claim the full French bonus; an imported one may not. For Chinese buyers this is a useful preview of how "carbon footprint of the car, not just its tailpipe" is becoming the global scoring language — a trend already visible in the EU Battery Regulation and likely to spread.
