In brief
- 15th Five-Year plan for smart NEVs issued by nine ministries: by 2030, domestic NEV and commercial-vehicle sales shares target 70% and 40%, with autonomous-driving-capable vehicles deployed at scale.
- EU hybrid curb: Brussels is seeking a negotiated limit on Chinese hybrid/EREV imports and may raise tariffs if no deal — a continuation of the PHEV-export-cap discussion flagged Sep 18.
