What to Check Before Buying Your First EV in Cambodia in 2026

Cambodia's EV market has moved from curiosity to mainstream almost overnight: registered EVs climbed from 313 units in 2023 to 14,534 by February 2026, and a new Sub-Decree has just erased import duty on fully electric family cars. If you are shopping for your first EV in the Kingdom this year, here is the practical pre-purchase checklist we wish every buyer had read before signing.

1. Confirm the car is left-hand drive (the RHD trap)

This is the single most overlooked — and most expensive — mistake a first-time buyer can make in Cambodia. All right-hand-drive (RHD) vehicles are banned from import and registration in Cambodia, a rule the government reaffirmed in July 2022 and has enforced since (RHD cars found on the road face seizure and destruction).

Why does this matter for EVs specifically? Japan — the world's largest source of cheap used EVs like the Nissan Leaf — drives on the left, so its used EVs are almost all RHD. Thailand is RHD too. A tempting $6,000 Leaf from a Japanese auction cannot be legally imported or registered in Cambodia. Buyers who assume "used EV = cheap" routinely get burned. Cambodia is a left-hand-drive market, so your realistic used-EV sources are China (LHD) or already-locally-registered LHD units. Always verify steering side and import eligibility with a licensed Cambodian customs broker before paying a deposit.

2. Run the Sub-Decree 52 duty math (new vs used)

On 26 March 2026, the Royal Government issued Sub-Decree No. 52, effective 1 April 2026, slashing import duties on green-tech goods. The headline change for car buyers: import duty on fully electric family cars fell from 35% to 0%; family PHEVs dropped from 35% to 7%; and EV charging equipment, motors and lithium batteries moved from 7–15% down to 0%.

Combined with earlier incentives, industry analysis (Khmer Times, April 2026) puts the total tax burden on a new electric car at roughly 21–25%, versus about 122% for a comparable new internal-combustion engine (ICE) vehicle. That is the entire game: a $30,000 EV lands at a far lower cost than an equivalent petrol car.

Practical takeaway: a brand-new EV now often undercuts a used petrol SUV on landed cost. But watch the fine print — the 0% rate applies to correctly classified "family" EVs; verify HS classification with your broker, because misclassification can revive the duty.

3. Check your home charging setup before you buy

Most Cambodian EV owners charge at home, but "home charging" is not automatic. Cambodia's June 2025 charging framework (Prakas No. 0389) explicitly recognises Home EV Charging as a category, and providers like Charge+ Cambodia supply 7.4 kW AC wallboxes. The catch is the installation prerequisites: off-street parking and an appropriate power supply.

Villa / house with a private driveway or carport: you are in the best position. A licensed electrician can fit a 7.4 kW AC charger on your existing supply in most cases.
Apartment / condo in Phnom Penh: this is where buyers get stuck. Before purchasing, ask building management (1) whether EV charger installation is permitted, (2) whether your assigned parking has a dedicated metre/power feed, and (3) whether the building's supply and EDC connection can handle the added load. Many older condos cannot, and you may be limited to public charging.

If you cannot charge at home or work, treat public charging as your primary plan (next section) rather than an afterthought.

4. Verify charging coverage on your actual routes

Cambodia had over 200 high-speed charging stations nationwide as of early 2026, with ZO Motors planning 300 fast-charging sites (200 in 2026) and Charge+ Cambodia targeting 4,000 points by 2030. The Phnom Penh–Sihanoukville Expressway is now covered end-to-end with stations at the 63 km, 109 km and 156 km marks, killing range anxiety on that corridor.

But coverage is concentrated in Phnom Penh and major corridors. If you live in Kampong Thom, Kratie or a provincial town, map the nearest DC fast charger before you commit — and remember most public AC points require you to carry your own Type-2 cable, while CCS2 is the dominant DC standard (CHAdeMO is not compatible with most new EVs here). Roughly 63% of Cambodia's grid was clean energy in 2025 (hydropower + solar), so a Khmer-charged EV is genuinely low-carbon.

5. Confirm warranty and after-sales before you pay

Cambodia's EV after-sales network is real but young and concentrated. Major brands do offer coverage — BYD Cambodia (under Modern Auto) advertises a comprehensive new-vehicle warranty, and BYD has invested in a $32-million assembly plant in Sihanoukville. But service centres cluster in Phnom Penh. If you live up-country, ask the dealer three questions: Where is the nearest authorised service centre? How are warranty claims handled? Are spare parts stocked locally or air-freighted? A cheap price from an unknown importer with no local workshop can become an expensive brick. Buy from a brand with a visible Cambodian presence.

China Angle

As a Chinese author writing for overseas readers, the Cambodia reality is striking next to China's. In China, EV ownership assumes a dense private-garage charging habit, a public network of 3 million-plus chargers, and LFP batteries as mainstream — range and charging anxiety are largely solved at home and on the highway. Cambodia flips that script: it is import-dependent (no domestic mass EV manufacturing beyond assembly), its grid is still developing outside Phnom Penh, and the LHD-only rule means it cannot lean on the region's giant RHD used-EV market the way Thailand or Australia can. The upside is policy momentum — Sub-Decree 52's 0% duty is more aggressive than anything most markets offer — but a Cambodian first-buyer must do homework China's buyer never thinks about: steering side, home-parking power, and provincial charging gaps.
