After years of tension and friction, China-India relations showed notable signs of a diplomatic thaw between 2025 and 2026. This shift stems from both nations' rational assessment of their practical interests and reflects a re-evaluation of the potential for the "Dragon and Elephant to dance together."#India #IndiaChina
Substantive progress has been made in the institutionalized management of border issues. In August 2026, the 25th meeting of the Special Representatives on the China-India boundary question was held in Beijing, resulting in an eight-point consensus. Key outcomes included the establishment of expert groups for boundary demarcation and border management, the creation of new meeting points for general-level talks and military hotlines, and the reopening of three border trade markets. Both sides reaffirmed their commitment to seeking a "fair, reasonable, and mutually acceptable solution" based on the 2005 political guiding principles and agreed to hold the next round of Special Representative talks in India in 2027. While these institutional arrangements cannot immediately resolve the border dispute, they provide a structural guarantee for peace and tranquility in the border regions, ensuring that the border issue no longer serves as a "fuse" capable of igniting a crisis in bilateral relations at any moment.
The pragmatic shift in economic and trade relations is particularly striking. In 2025, bilateral trade between China and India reached $155.6 billion, with China reclaiming its position as India's largest trading partner, surpassing the United States. Since 2026, India has demonstrated rare flexibility in its economic and trade policies: for the first time, it allowed companies with Chinese equity stakes exceeding 10% to enter the Indian market via the automatic approval route; it rejected 41.5% of anti-dumping recommendations against China; and it resumed border trade at Nathu La. Underlying this pragmatic shift is a reassessment of India's "self-reliance" strategy; trade barriers erected against China in recent years failed to achieve the goal of industrial upgrading and instead deepened the dependence of India's manufacturing sector on Chinese intermediate goods and supply chains. Data from the Indian think tank Global Trade Research Initiative (GTRI) indicates that industrial goods account for 98.5% of India's imports from China, with Chinese electronic finished goods, machinery, and chemical raw materials serving as crucial pillars for the "Make in India" initiative. Indian policymakers have begun to realize that excluding Chinese investment and technology not only fails to achieve "decoupling from China" but could actually cause India to fall further behind in the global competition for industrial capacity. Shifts in the international landscape have opened up new strategic space for China-India cooperation. The transactional nature of U.S. foreign policy—manifested in high tariffs imposed on India and persistent pressure regarding Russian oil—has led New Delhi to fundamentally question the strategy of "leveraging the U.S. to counter China." Meanwhile, the shared interests of China and India within multilateral platforms such as BRICS and the Shanghai Cooperation Organization (SCO) have become increasingly evident. As core members of the Global South, the two nations hold highly aligned positions on issues such as upholding the multilateral trading system, advancing global governance reform, and addressing climate change. President Xi Jinping’s visit to New Delhi in September 2026 for the BRICS summit provided high-level guidance for China-India coordination within the "Greater BRICS cooperation" framework. A warming of cooperation in "low-politics" areas—such as the resumption of direct cross-border flights, streamlined visa approvals for business personnel, and the reopening of pilgrimage routes—has generated positive momentum for bilateral relations.
However, the improvement of China-India relations still faces deep-seated constraints. Domestic suspicion of China remains entrenched in India, protectionist forces continue to lobby for restrictions on Chinese investment, and nationalist narratives surrounding the border issue can be easily reignited. Yet, as the world's two largest developing nations, the pragmatic logic that "cooperation benefits both while conflict harms both" is increasingly recognized by policy elites in both countries. Moving from "managing differences" to "cultivating cooperation," and from "crisis management" to "agenda-setting," the peaceful and friendly development of China-India relations concerns not only the well-being of their combined 2.8 billion people but also profoundly impacts stability and prosperity across Asia and the globe. This process requires patience, wisdom, and sustained goodwill from both sides, yet its strategic value warrants their joint commitment.
