Windows 11 Taskbar & Start Menu Not Working? Here's How to Fix Them

You click on the Start button.

Nothing happens.

You try to click on a taskbar icon. No response.

You right-click on the taskbar—the menu appears, but nothing else works.

You might think:

"Is my PC broken? Do I need to reinstall Windows?"

Probably not.

Taskbar and Start menu issues are among the most frustrating problems in Windows 11. They can happen after an update, a corrupted system file, or a glitch in Windows Explorer.

The good news? Many taskbar and Start menu issues can be fixed without reinstalling Windows.

This guide covers 9 practical ways to fix taskbar and Start menu problems on Windows 11 — from simple restarts to advanced repairs.

Why Is My Taskbar or Start Menu Not Working on Windows 11?

Taskbar and Start menu problems can happen for many reasons:

9 Ways to Fix Taskbar and Start Menu Problems

Fix 1: Restart Windows Explorer

This is the simplest fix — and it often works immediately.

When Windows Explorer crashes or hangs, the taskbar and Start menu stop responding.

How to do it:

1. Press Ctrl + Alt + Del → click Task Manager
2. Go to the Processes tab
3. Find Windows Explorer (or explorer.exe)
4. Right-click → Restart

What happens: The taskbar, desktop icons, and Start menu will reload. This often resolves temporary glitches.

Alternative: Press Win + R, type explorer.exe, press Enter.

Pro tip: If you can't open Task Manager, press Ctrl + Shift + Esc directly.

Fix 2: Restart Your PC

A full restart can fix temporary issues that cause taskbar and Start menu problems.

How to do it:

1. Click Start → Power → Restart
2. Wait for your PC to reboot
3. Check if the taskbar and Start menu work

Note: Choose Restart — not Shutdown. Windows Fast Startup can sometimes prevent drivers from reloading properly.

Fix 3: Restart the Start Menu Process (Advanced)

If the Start menu is the only issue, restarting its process can help.

How to do it:

1. Open Task Manager (Ctrl + Shift + Esc)
2. Go to the Details tab
3. Find StartMenuExperienceHost.exe
4. Right-click → End Task

What happens: Windows may automatically restart the process.

Fix 4: Check for Windows Updates

Sometimes Microsoft releases fixes for taskbar and Start menu issues through updates.

How to check for updates:

1. Open Settings → Windows Update
2. Click Check for updates
3. Install any pending updates
4. Restart your PC

Pro tip: If you're on an older build of Windows 11, consider updating to the latest version. Many Start menu fixes have been included in recent updates.

Fix 5: Re-register the Start Menu (Advanced)

Re-registering the Start menu can resolve certain corruption issues.

How to re-register the Start menu using PowerShell:

1. Open PowerShell as Administrator (search "PowerShell" in Start → right-click → Run as administrator)
2. Run this command:

Get-AppXPackage -Name Microsoft.Windows.StartMenuExperience | ForEach-Object { Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml" }

1. Wait for completion
2. Restart your PC

Important: This is an advanced fix. It may not work identically on all Windows builds. If it fails, skip to Fix 6.

Fix 6: Check for Corrupt System Files

Corrupt system files can cause the taskbar and Start menu to malfunction.

How to run SFC and DISM:

1. Open Command Prompt as Administrator
2. Run:

DISM /Online /Cleanup-Image /RestoreHealth

1. Wait for completion
2. Run:

sfc /scannow

1. Wait for completion
2. Restart your PC

Pro tip: This fixes many system-wide issues, not just taskbar problems.

Fix 7: Create a New User Account

If the taskbar works for other users but not for you, your user profile may be corrupted.

How to create a new user account:

1. Open Settings → Accounts → Other users
2. Click Add account
3. Follow the prompts to create a new local user account
4. Sign out and sign in with the new account

If the taskbar works in the new account: Transfer your files to the new account and use it as your primary account.

Fix 8: Disable Third-Party Apps and Services

Some third-party apps can interfere with the taskbar and Start menu.

How to test:

1. Open Task Manager → Startup tab
2. Disable all third-party startup apps
3. Restart your PC

If the taskbar works, re-enable apps one by one to find the culprit.

For services:

1. Press Win + R, type msconfig, press Enter
2. Go to the Services tab
3. Check Hide all Microsoft services
4. Click Disable all
5. Click Apply → OK → Restart your PC

Important: Re-enable services after testing to avoid losing important functionality.

Fix 9: Perform a System Restore (Last Resort)

If the taskbar and Start menu issues started recently, you can roll back.

How to do it:

1. Press Win + R, type rstrui.exe, press Enter
2. Select a restore point from before the problem started
3. Follow the on-screen instructions

Note: System Restore usually doesn't affect your personal files, but it may revert recently installed apps, drivers, and system settings.

What If You Want to Monitor Your PC Automatically?

If you're troubleshooting recurring Windows problems, it can also be useful to know what changes are happening on your PC around the same time.

That's why I built SysPulse — a lightweight Windows security and monitoring tool.

SysPulse can:

· Detect new processes and show their full file paths
· Monitor CPU and RAM anomalies
· Detect USB connections in real-time
· Detect startup changes
· Send Telegram alerts for monitored events
· Use less than 30MB of RAM

You can set it up and let it monitor your PC in the background — so you know when something changes, even if you're not at your desk.
