Owning an EV in Cambodia in 2026: Charging Without a Home Plug, and When a PHEV/EREV Bridges the Gap

Cambodia's EV count passed 9,000 cars by the end of 2025, and the government wants 30,000 electric cars on the road by 2030. The catch: most new owners live in apartments or landed homes without a dedicated charger. This guide is written specifically for Cambodia — what works in Europe or China does not always map here. Here is how to make EV ownership work today, and when a plug-in hybrid (PHEV) or range-extended EV (EREV) is the smarter first step.

1. Accept that "home charging" probably isn't your default yet

As of mid-2025, Cambodia had about 21 public charging locations, concentrated in Phnom Penh. The state utility EDC now leads a national rollout backed by roughly US$10 million and 170+ approved permits, and Charge+ (Singapore) is installing chargers in malls, condos and offices with a goal of 4,000 points by 2030. The takeaway: plan around mall, condo and workplace AC chargers and a growing network of DC fast-chargers — not a wallbox in your garage.

2. Use the national charging app

The Electricity Authority of Cambodia launched a national EV charging app that lets you locate, start and pay for sessions across different networks (EDC, BYD, private operators). One app, multiple networks — far simpler than juggling separate providers.

3. Know your plug standards (and Tesla's adapter trap)

Cambodia's public grid uses CCS2 and GB/T. Most Teslas in Cambodia are parallel imports (US or EU spec) and may need an adapter to use local CCS2 DC chargers — verify compatibility before you buy. BYD's official Cambodia models plug straight in. If you are shopping used, plug type is a real concern, not a footnote.

4. Budget the running cost — it is dramatically lower

Regulated tariffs (2026): AC charging about 1,050 Riel/kWh (~$0.26) and DC fast charging about 1,350 Riel/kWh (~$0.34). By one local comparison, a ~400 km trip costs roughly $2.35 per 100 km in an EV versus about $8.60 per 100 km for a gasoline SUV. Even at DC rates, the saving is large.

5. Plan interprovincial trips along the proven corridor

The Phnom Penh–Sihanoukville Expressway already has charging nodes (Kampong Speu, Veal Renh, Prey Nob). Coverage in other provinces is still uneven, so route long trips through known charging corridors and keep the car topped up before leaving the capital.

6. If you can't charge at home, a PHEV or EREV is the pragmatic bridge

If home charging is not an option and you do regular trips outside Phnom Penh, a plug-in hybrid or range-extender removes the anxiety entirely — you can fuel up anywhere. The economics just improved, too: Sub-Decree No. 52 (signed March 26, 2026, effective April 1, 2026) cut import duty on fully electric family cars to 0% and on family PHEVs from 35% to 7%, while charging equipment and lithium batteries also dropped to 0%. Both cleaner options just got more affordable.

7. Watch for locally assembled supply

BYD's plant in the Sihanoukville Special Economic Zone began operations in December 2025 with a planned annual capacity of 10,000 units. Local assembly should gradually improve supply, pricing and after-sales access.

China Angle

In China, the "no home charger" problem was eventually solved by a massive private charging build-out plus widespread workplace and community AC — but that took years. Cambodia is compressing the timeline with EDC-led public infrastructure and mall/condo installs. Our advice to Cambodian friends is the same path many Chinese households took: lean on the public network now, and if home charging isn't available, start with a PHEV or EREV. You still cut running costs and emissions immediately, without betting your mobility on a charger that isn't built yet.
