I've been running Google Ads for small local businesses for a few years now, mostly as a freelancer, and I keep seeing the same pattern: owners burn money for two months, get a handful of clicks, and then declare that "Google Ads doesn't work for our kind of business." That's rarely true. What doesn't work is the default setup Google nudges you into.
Here's what I've learned actually moves the needle for local service businesses — plumbers, repair shops, tuition centers, dental clinics, that kind of thing. The same principles apply whether you're running the campaigns yourself or you're a Google Ads expert in Bhopal managing a dozen local accounts.
Start with the search terms report, not the keywords
Most beginners obsess over picking the right keywords, then set it and forget it. The real work happens in the search terms report — the list of what people actually typed before clicking your ad. Check it weekly. You'll find gems to add as exact-match keywords, and you'll find junk to exclude as negatives. I once found a carpenter's ad showing for "carpentry courses online." That's money down the drain every single click.
Add negative keywords relentlessly. "Free," "jobs," "course," "DIY," and "salary" are almost always worth excluding for service businesses. This one habit alone can cut wasted spend by 20–30%.
Don't let Google choose your budget structure
Google's recommendations are optimized for Google's revenue, not yours. Smart Bidding strategies like Maximize Conversions need a decent volume of conversion data to work — most local businesses don't have that. For a new account, I usually start with manual CPC or Enhanced CPC, tightly geo-targeted, and let the account build 15–30 conversions before even thinking about smart bidding.
And about geo-targeting: the default setting includes "people interested in your location," which means your Ujjain plumber's ad can show to someone in Delhi who searched something vaguely related. Switch it to "presence only" — people physically in your location. It shrinks your impressions but your cost per lead drops noticeably.
Your landing page is half the campaign
This is the part freelancers underestimate. You can have perfect keywords and still fail if the ad sends people to a generic homepage. A good local landing page needs three things above the fold: what the service is, where it's available, and one obvious way to contact you — a click-to-call button, not a contact form buried at the bottom.
Add a real phone number. Local service customers overwhelmingly call. Set up call tracking so you know which clicks turn into calls, then mark those calls as conversions in the account. Without conversion data tied to real calls, you're flying blind and Google's bidding will optimize toward clicks, not customers.
Match the ad copy to the intent, not the brand
Nobody searching "emergency plumber near me" cares about your company's twenty-year legacy. They care that you'll come now, fix it today, and charge fairly. Write ad headlines that answer the search: "Same-Day Plumbing in Bhopal," "Call Now — 30 Min Response," "Transparent Pricing, No Hidden Charges."
Use all the ad assets — sitelinks, callouts, call assets, location assets. They cost nothing extra and take up more screen space, which pushes competitors down. A business with a fully-loaded ad unit consistently beats a bigger-budget competitor with a bare ad.
Track the calls, not just the clicks
Set up call reporting and, if you can, record or log the calls. I review a sample of calls for my clients monthly, and it's often eye-opening. Sometimes the ads are working fine and the problem is that nobody picks up the phone on Sundays. No amount of bid optimization fixes a receptionist problem.
Also, separate your campaigns by service and intent. One campaign for emergency/urgent keywords, another for research-phase keywords like "water heater installation cost." They deserve different budgets, different bids, and different landing pages.
A word on budget expectations
For a local service business in a tier-2 Indian city, a starting budget of ₹15,000–25,000 a month is reasonable for testing — enough to gather data without betting the shop. Expect the first month to be data collection: you'll learn which keywords convert, what a lead costs, and whether the math works. Month two is optimization. Anyone promising profitable results in week one is selling you something.
Google Ads genuinely is one of the best channels for local services — high intent, measurable, fast. It just punishes lazy setups. Put in the unglamorous weekly work of negatives, search terms, and call reviews, and it quietly becomes the most reliable lead source a small business has.
