An Overseas Citizen of India (OCI) application can stall for days because the portal rejected a photograph that looked fine on a phone screen. Most failures are technical: wrong background colour, file larger than 200 KB, pixels outside the 200–900 range, a border around the crop, or a face that fills too little of the square.
Below is a plain-language reading of the current OCI Services upload rules, the six rejection causes we see most often, and a fix workflow you can follow before re-uploading on ociservices.gov.in. Final acceptance remains with the Indian mission processing your file.
Official OCI photo specification
According to the OCI Services FAQ, the photograph uploaded with the application should be square, not less than 51Ă—51 mm, with about 80% face coverage. It must have a plain light-coloured background that is not white, without a border, showing a front view of the head and shoulders with the full face centred.
Digitally, width and height must be equal. Minimum dimensions are 200Ă—200 pixels; maximum dimensions are 900Ă—900 pixels. The photo and signature images must be JPEG/JPG with a maximum size of 200 KB. Photographs that do not conform may be rejected and delay processing.
OCI digital upload checklist
| Requirement | Official expectation |
|---|---|
| Print reference size | Square, ≥ 51 × 51 mm |
| Pixel size | 200Ă—200 to 900Ă—900 (equal sides) |
| File type / size | JPEG or JPG, max 200 KB |
| Background | Plain light colour — not white |
| Border | None |
| Framing | Head and shoulders; face centred; ~80% coverage |
Important
The Photo-Spec PDF linked from OCI Services also emphasises a full frontal pose, open eyes, natural expression and no distracting shadows. Treat both the FAQ pixel/KB rules and the PDF composition guidance as a combined checklist.
Top six reasons OCI photos get rejected
- White background: passport-white (#FFFFFF) backgrounds fail the “light colour, not white” rule even when everything else is correct.
- File too large: phone exports and 2×2 studio JPEGs often sit at 300–800 KB. The portal hard-caps uploads at 200 KB.
- Pixels too high or too low: a 1200Ă—1200 or 1800Ă—1800 export exceeds the 900 px maximum; a tiny thumbnail may fall under 200 px.
- Border or scanned print edge: a thin black frame, scanner bed, or paper margin counts as a border.
- Face too small in the square: shoulders dominate and face coverage drops well below the ~80% target.
- Mismatch with printed photo: the digital upload and the physical photo submitted later must clearly show the same person under similar conditions.
How to fix a rejected OCI photo
1. Start from a clean frontal portrait
Stand facing soft window light, remove tinted glasses if possible, keep hair off the eyes, and leave space above the head. Do not apply beauty filters that reshape the jaw or eyes—the PDF guidance warns against retouching that softens identity features.
2. Force a light non-white background
Use a pale grey or light blue-grey wall, or a tool that replaces the background with a compliant light tone. Pure white is the #1 silent reject. If your previous file was a US passport crop, rebuild it specifically for OCI instead of compressing the same white-background file.
3. Export a square between 200 and 900 pixels
A practical target many applicants use is 600Ă—600 pixels: large enough for face detail, safely inside the official window. Avoid upscaling a blurry crop; re-shoot if the source is soft.
4. Compress to ≤ 200 KB without wrecking the face
Save as baseline JPEG. If the file is still heavy, lower JPEG quality gradually or reduce pixels toward 500–600 before crushing quality to blockiness. The portal cares about both readability and the hard 200 KB ceiling.
5. Re-upload in a fresh OCI Services session
After you correct the file, upload again through the OCI Services flow and confirm the on-screen preview shows a borderless square. If the application was returned for photograph deficiency, follow the portal instructions for replacing the image before you resubmit supporting PDFs.
Signature file: do not ignore the twin requirement
OCI Services applies the same JPEG/JPG and 200 KB ceiling to the signature image. A huge phone photo of a signature on lined paper can fail independently of a perfect face upload. Crop tightly around the signature, convert to JPEG, and keep that file under 200 KB as well. Minors who cannot sign typically upload a thumb impression per the portal’s instructions—still as a compliant image file.
When the photo is fine but the application still comes back
Not every “photograph related” delay is about pixels. Missions may ask for a clearer recent likeness, reject heavy makeup or shadowed lighting, or flag that the digital image does not resemble the person who appears at biometrics. Keep your source portrait and the final JPEG so you can regenerate a corrected file quickly without starting from a new shoot if only compression or background was wrong.
If you previously uploaded a white-background US passport square, treat OCI as a new job: change background to light non-white, enforce 200–900 px, and re-encode under 200 KB. Re-compressing a rejected white file rarely fixes the background rule.
Prepare a square OCI JPEG sized for the portal rules, then compress under 200 KB before upload.
Using PhotoGov for the India OCI preset
PhotoGov’s India OCI document page is the internal starting point for this format. Choose that preset for a square 600×600 px JPEG on a light off-white (not white) background, compressed toward the 200 KB portal limit. Verify the download is within 200–900 px and under 200 KB before you upload.

Spec caveats worth knowing
- “Light colour (not white)” is stricter than many passport tools default to. Double-check the background hex before upload.
- Some third-party blogs quote 1500Ă—1500 px maxima; the live OCI Services FAQ currently states a 900Ă—900 maximum. Prefer the government FAQ.
- Signature uploads share the JPEG ≤200 KB rule—fix the photo and the signature as separate files that each meet the limit.
Meeting the published pixel, kilobyte and background rules is the fastest way to clear automated OCI photo rejects. It still does not guarantee consular acceptance of your overall application—only that you removed the most common photograph failures.
