Pre-Arrival: PARS and Release on Minimum Documentation
Your broker doesn't wait for the container to dock before starting the clearance dance. The moment the ocean carrier posts the bill of lading, your broker files a Pre-Arrival Review System (PARS) submission to CBSA. This is where release prior to payment (RPP) lives—CBSA does a preliminary document review and either flags the shipment for exam or issues a conditional release. You're still looking at 24–48 hours from PARS filing to a release signal at our dock.
If the shipment is low-risk (existing importer, clean history, standard product category), CBSA may issue Release on Minimum Documentation (RMD). That means your broker files a CAD—the Commercial Accounting Declaration, post-CARM—with just basic docs (invoice, packing list, shipper's declaration), and CBSA releases the goods to in-bond custody at our sufferance warehouse. No exam, no hold. The moment we get the release notification, we can book drayage to pick up the container from Port of Montreal.
RMD is the fast path. PARS gives you a window to see it coming.
When CBSA Flags for Exam
Not every shipment clears on first pass. CBSA flags some for physical examination based on commodity risk, shipper history, declared value, or random selection. When that happens, your release is conditional: "Do not release until exam is complete." The container sits at the port. Your drayage window closes. We lose two to three working days minimum, and in Q4, when port congestion is already high, that stretches to four or five days.
CBSA exams happen at port terminal or at our bonded warehouse facility. The actual time depends on port volume, exam type (document-only vs. physical count), and commodity complexity. A reefer container with temperature sensors needs more scrutiny than pallets of office supplies. An exam-flagged container at Port of Montreal can take 2–4 days to get a physical slot, plus 1–2 days for the actual inspection.
The exam result goes into CBSA's system. If cleared, CBSA amends the release. If duties or tariff issues come up, CBSA holds the container pending duty payment or a ruling. That's where things get expensive fast—holding a reefer container costs money, and every extra day dwell at the port compounds it.
The Release Signal and Pickup Timing
Once CBSA issues the release (whether straight RMD or post-exam), your broker sends us the release notice. This is when the real dock choreography starts. We validate the release, book a drayage window with Port of Montreal, and schedule the container for pickup. Port of Montreal's free container dwell periods depend on your terminal agreement and carrier contract. Once free time expires, detention charges apply by the hour. The clock is always running once your drayage truck is booked.
Drayage timing is critical. A standard Port of Montreal pickup window is 06:00–22:00 EDT on weekdays; weekends and holidays have tighter windows. If you miss a day, you're pushing into the next available slot, and if that's a Friday evening, you're eating weekend detention. We typically book drayage with a 48-hour buffer in Q4 to avoid last-minute crunch, but that's 48 extra hours the container sits consuming free time and tying up capital.
Once the drayage truck picks up the container from the port and arrives at our Montreal sufferance warehouse, we start our dock-to-stock SLA. Our published SLA is 48 hours from dock appointment to inventory available in our WMS, assuming no exam hold, proper documentation, and standard product. Breakbulk, consolidation, and specialized handling (reefer off-load, pallet breakdown) can add time.
Duty Payment and Release Prior to Payment
Duties are calculated when CBSA processes the CAD. The calculation depends on HS classification, country of origin, trade agreement eligibility (CUSMA, CETA, etc.), and declared value. For CETA goods from EU countries—a big part of our freight flow—duty rates are often nil or preferential (15% vs. 40% on non-CETA). Your broker handles the classification and duty estimate; CRA's tariff finder is the authority.
Here's where "release prior to payment" matters to the dock. RPP means goods can be released to in-bond storage (our sufferance warehouse) before duty is actually paid. This is standard—it gives the importer time to arrange payment, assess landed cost, or arrange a surety bond. Payment happens later, often 30–60 days out, depending on the importer's credit terms with the broker.
If an importer disputes duty or files a ruling request, the goods stay in-bond until CBSA or the tariff court rules. That's when dwell costs explode. We charge in/out fees and storage at our standard rates, but if a container sits for 60+ days pending a SIMA verification or tariff appeal, those holding costs dwarf the original duty difference.
Dock-to-Stock: What Actually Happens
The container arrives at our dock and pulls into an available door. Our warehouse team starts the receiving process: verify the bill of lading against the manifest, count pallets or breakbulk, scan into our WMS, and stage for putaway or consolidation. If the commodity requires it (reefer product, hazmat, temperature-sensitive), we verify condition and documentation before acceptance. If something is wrong—seal number mismatch, pallet count off, temperature deviation on reefer—that hold sits until the importer or broker resolves it with the carrier or CBSA.
The 48-hour clock runs from dock appointment to putaway complete. Q4 reality: that timeline stretches because our dock is saturated (we move 2,400+ TEU annually in-bond), drayage windows cluster, and importers often hold inventory pending duty payment confirmation. We publish the SLA, but execution depends on upstream clearance speed.
The Broker's Role and Ours
The customs clearance process is a handoff chain: shipper → broker → CBSA → port terminal → drayage → our dock. Your broker (like our partner CanFlow Global) handles CBSA liaison, CAD filing, tariff strategy, and release coordination. We handle in-bond custody, dock logistics, and inventory management. Clear communication between the broker and our ops team is the only thing that keeps the window open.
If the broker doesn't send us the PARS release on time, we can't book drayage. If drayage doesn't show, the free-time clock still runs. If the importer's documentation has a gap, CBSA will hold, and we'll get a call at 17:00 on a Thursday asking if we can hold the container another 72 hours. That's operations.
Common Delays and How to Avoid Them
Exam holds are the biggest wildcard—they're not in your control, but you can reduce exam risk by working with a broker who knows your products and CBSA's targeting criteria. Clean documentation, consistent shipper/consignee, and accurate HS classification all matter. Misdeclared goods or a new importer with no history are red flags for exam.
Drayage timing is your control point. Book early, specify a time window, and confirm pickup the day before. Port of Montreal congestion is real in Q4; build a buffer.
Duty disputes are rare if HS classification is right from the start. A tariff ruling takes weeks or months; asking CBSA to confirm classification before shipment sails saves a lot of dwell after arrival.
Release prior to payment is standard; don't treat it as optional. Importers need time to arrange payment; brokers need time to file the CAD properly. Rushing the CAD filing to speed clearance usually backfires—CBSA will hold for missing info, and you've lost two days anyway.

From Release Signal to Dock Door
Step by step from the warehouse side: PARS filed → CBSA exam decision → release issued → broker notifies → we book drayage → container picked up from port → arrives at dock → 48-hour dock-to-stock. That chain is only as fast as its slowest link. We control the dock side. Your broker controls the CBSA side. Port of Montreal controls the terminal free-time clock. Knowing where the delay actually sits—and asking the right questions—is how you keep things moving.
Goods arriving in Canada are always subject to clearance; there's no shortcut. But you can be smart about sequence, documentation, and timing. FENGYE Warehouse coordinates with brokers daily to make sure releases land fast and dock appointments open on schedule. If your current flow is losing two to three days somewhere in the clearance chain, that's the place to look.
