Clearance is a dock problem, not just a compliance problem
Most importers treat customs clearance like a broker's job. It is, until it isn't. Once CBSA says "release," the clock starts for your warehouse. The window narrows fast: free time at the terminal eats into demurrage charges, drayage trucks are already scheduled, dock doors have next-shift inbound queued. By the time your broker sends the release note, half the economic window is already gone.
At FENGYE LOGISTICS, the clearance process is woven into dock-to-stock SLA. A clean release means 48 hours from truck arrival to picked and packed. An exam flag means 4-6 working days, drayage holding costs spike, and the next shipment starts compressing your inbound buffer. That is why we track every step from pre-arrival right through dock entry.
What the pre-arrival window looks like from the warehouse side
The broker sends us a PARS (Pre-Arrival Review System) release or an RMD (Release on Minimum Documentation) note before your truck arrives. This is not the CAD filing itself; it is the release decision after CBSA has reviewed the broker's submitted Commercial Accounting Declaration. We use that window to stage drayage, line up dock doors, and coordinate receiving with the import team.
If the release is conditional—"release prior to payment" or exam held in abeyance—we note the terms. Some conditions require bonds. Others require documentation held at the warehouse for CBSA inspection on-site. We build that into the SLA.
Pre-arrival is also when we confirm container free time. Port of Montreal free time policies determine when demurrage charges start. Once free time expires, every hour parked at the terminal costs money. If your clearance takes 3 days and free time is tight, you've used most of your term sitting under exam hold or waiting for release confirmation. Drayage then pays demurrage on the hours the truck sits waiting for customs release.
When CBSA holds for examination
CBSA flags shipments for exam for many reasons: HS code misclassification, landed cost that doesn't match goods value, origin claims needing verification, new supplier with no tariff history, or commodity flagged by anti-dumping review. These flags convert your 48-hour dock-to-stock into a waiting game.
Exam-flagged goods sit in a dedicated hold area. The broker arranges CBSA inspection (either at port or at our dock, depending on goods type). We hold the container until CBSA releases or issues additional demands. Typical exam holds run 2-4 business days, longer if CBSA requests samples or third-party test reports.
The real hit is drayage. A truck scheduled to arrive Tuesday for Wednesday morning dock entry sits parked, burning detention charges. The driver's hours-of-service window tightens. By the time CBSA clears the hold, your drayage slot is gone and you pay premium rates to squeeze in the next opening, or the truck rolls to Thursday with detention costs already mounting.
Documentation misalignment and slow clearance
Most delays are not CBSA rejecting goods. They are the broker asking for corrected invoices, commercial samples, certificates of origin, or packing lists that do not line up with the bill of lading. These requests come after the CAD is filed. Sometimes the importer is asleep in a different time zone. Sometimes the shipper is slow.
This is why we push for clean documentation in the pre-arrival window. The broker and importer should align on HS classification weeks before shipment, not after the container lands. A single missing certificate of origin takes a day to obtain and re-file. Multiply that across three or four shipments in your Q4 surge, and you have burned 3-4 dock-to-stock windows.
Some misclassification issues go to CBSA's Customs Rulings Directorate for formal determination. This can take 30-60 days. If your goods are in a container stuck at the terminal, they are not in a warehouse available for distribution. We coordinate with the broker on interim storage or bonded warehouse hold, but the clock keeps running on demurrage.
The actual timeline: clean vs. flagged
A clean inbound runs like this: PARS submitted 24-48 hours before arrival. CBSA pre-releases before vessel dock. Truck arrives, broker confirms release prior to payment. Drayage rolls to our dock same day or next morning. We unload, verify pallet count, scan SKUs into WMS. Dock-to-stock cycle closes in 48 hours. Total time from vessel discharge to inventory available for picking: roughly 3-5 business days, including weekends.
An exam hold doubles it. Same pre-arrival window. Truck arrives, but CBSA flags the shipment for exam. Truck parks at terminal or moves to a bonded warehouse hold area. Exam takes 2-4 business days if simple, or 5-10 if documentation requests go back and forth. Once CBSA clears, drayage hauls to our dock. Dock-to-stock cycle resumes. Total time: 8-12 business days. Free time is long gone; you are paying demurrage and possibly emergency drayage to meet downstream commitments.
We routinely see single-shipment exam holds consume CAD 2,000 to 5,000 in demurrage and rescheduled drayage fees. For a product with thin margins, that destroys profitability on a single order.
Small optimization steps that hold
Work with your broker early on HS code and landed cost. Run a pre-import check with your broker on risk zones (new country, new supplier, commodity with tariff history). Have your certificates of origin, commercial invoices, and packing lists locked in the broker's files before your vessel sails.
Use release prior to payment where possible, but confirm the bond term with us first. Some bonds require CBSA to hold the container pending payment receipt; others do not. Know the difference before truck dispatch.
Watch the free-time clock. Free time extends from when the container is discharged, and most importers underestimate how fast it burns during an exam hold. A Tuesday container with Wednesday exam flag scheduled, Thursday exam report back, then you are waiting for a Monday truck slot because weekend dock is closed. You just burned your timeline into demurrage and pushed your dock-to-stock out a week.
If you run repeat shipments from the same suppliers and HS codes, push your broker to file a CBSA Customs Ruling to lock in classification before the next shipment. Customs compliance brokers handle these Rulings routinely; it costs time upfront but eliminates exam surprises on high-volume SKUs.

Keep the release and the dock window in sync
FENGYE LOGISTICS warehouses handle in-bond cargo from dock door through release and into distribution. The release note from CBSA is not the finish line for us. It is the start of our dock cycle. If the release shows up at 5 PM Friday and drayage can only deliver Monday, your free time continues to drain. If the exam goes 8 days and your next scheduled dock slot is already booked, you either pay for empty holding space or compress your downstream commitments.
The customs clearance process is not a black box with an unpredictable end date. It has entry points (CAD filing), hold triggers (exam flag, documentation), and release conditions (payment, bond, sample held for inspection). Knowing where your shipment sits in that chain, and how each step eats into free time and dock availability, is what keeps your inbound SLA realistic.
Your broker handles the declaration side. Your warehouse handles the dock side. Neither side works without knowing when the other's window closes.
