The best moment to discuss ongoing maintenance is not when something breaks. By then the client is already stressed and the conversation is about damage control, not value. The best moment is the handoff — when the client is happy, the work is fresh in both your minds, and you have documented evidence of everything you built and tested. That's a short window. Freelancers who don't use it are leaving predictable recurring revenue on the table.
Why handoff is the right moment
After delivery, the client faces a shift: from "build it" to "keep it running." They usually haven't thought about this in concrete terms. You have — you just spent weeks inside the codebase and you know exactly where the fragile parts are, what depends on third-party APIs that could break, and what will need attention in six months.
A maintenance proposal at handoff is you converting that knowledge asymmetry into a service offer. It isn't a sales pitch; it's a natural continuation of the project conversation.
What a maintenance proposal should actually contain
Most freelancers wing it or use a boilerplate retainer agreement that doesn't reference the specific project at all. That's a miss. A good maintenance proposal for a specific project has four parts:
1. A short risk register for this codebase.
List the two or three things most likely to need attention. Not an exhaustive audit — just the honest answer to "what would I be watching if I were the person responsible for keeping this running?" Examples: "The payment integration uses a vendor API that's versioned — major versions deprecate annually." "The admin dashboard has no rate limiting on the auth endpoint."
This is not alarmism. Clients respect the honesty, and it establishes that you actually know what you handed over.
2. What the retainer covers, explicitly.
"Monitoring and fixes" is too vague. "Up to 4 hours/month of maintenance work, including dependency updates, applying security patches, and one round of bug fixes per reported issue" is clear. Clients can evaluate a concrete scope. They cannot evaluate a vague promise.
3. What it doesn't cover.
New features are not maintenance. Define the line in writing. "New feature development is scoped and billed separately" is enough. If you don't write this, the client will assume maintenance includes whatever they imagine next.
4. The response-time commitment.
For most freelance retainers this is something like "critical issues (site down, payment broken): within 4 business hours; non-critical: within 2 business days." Write the number. Clients aren't buying a vague "I'll be around" — they're buying a specific guarantee, and that's what justifies a monthly fee over a hourly relationship.
Pricing it
A retainer should be priced to reflect the value of predictable availability, not just the expected hours. If you'd charge $100/hour for ad-hoc work, a 4-hour monthly retainer isn't $400 — it's $350–400 plus the value of the client not having to scramble to find you when something breaks and not having to re-explain the project every time. Many freelancers underprice retainers because they price the hours, not the relationship.
Rule of thumb: what would a client pay for an on-call developer who already knows their system and responds within hours? That's your floor, not the hourly math.
Timing and delivery
Send the proposal as a separate document, not embedded in the handoff email. "Here's the handoff doc. I also put together a short proposal for ongoing support — no pressure, just wanted to give you the option while we're both fresh on the project" is the right framing. Separate document signals it's a real offer, not a last-minute add-on. "No pressure" removes the awkward salesperson energy. "While we're both fresh" explains why now is the right time.
If they say no, they say no. You've documented the risks, offered the coverage, and preserved the relationship. If they say yes, you've added predictable monthly revenue with zero new client acquisition cost.
