When software delivery accelerates, adding another approval before merge, another check before deployment, or a longer wait before release can feel like the responsible thing to do. Each decision may seem reasonable on its own, but together they can create a process where protecting production means slowing everything down.
Applying the same restrictions to every change assumes all changes carry the same risk. As software factories use agents and automated workflows to take on more development work, that assumption becomes increasingly difficult to sustain. Safety at agent speed depends on placing controls where risks emerge, defining what each should prevent or detect, and determining when human intervention is warranted.
Slower releases aren't inherently safer
Waiting can reduce risk when the time serves a specific purpose. A team might hold a release because a dependency is unstable, a critical test is failing, or the on-call rotation isn't prepared. That team is using the time to resolve a known source of uncertainty. Holding the same release for two days simply to wait for an approval or a scheduled window doesn't alter how the software will behave once it reaches production. The distinction lies between time spent resolving a problem and time spent waiting for permission to proceed.
That second kind of waiting carries costs of its own. When changes are held for a scheduled release, they may accumulate into larger batches, making regressions harder to isolate and recovery more complicated. Delays also postpone the production feedback teams need to evaluate a change, since behavior such as latency under real traffic or interactions with downstream services only becomes visible after exposure. Rather than reducing risk, waiting without a purpose can concentrate it.
Effective safeguards depend on placement and purpose
The alternative is designing constraints that govern specific decisions and actions. A safeguard is a control designed to reduce the likelihood or impact of an unfavorable outcome. Some controls prevent problems before they occur, others detect issues as they emerge, and still others limit the damage or help systems recover.
Speed training offers a useful illustration. Athletes often train on a treadmill beneath an overhead safety harness. The harness keeps a stumble from becoming a serious injury, so the athlete can run closer to their limits. Software safeguards serve a similar purpose when they allow routine work to continue and intervene only when the situation warrants it.
In a software factory, those boundaries apply at every stage, from intake and planning through execution, review, and release. Consider a factory producing dozens of pull requests while every change requires the same manual approval. As the queue grows, engineers spend more time reviewing routine work, leaving less attention for the pull requests that carry meaningful risk. A risk-based policy could instead route each pull request by the data it touches, the permissions it requires, or the services it affects. Low-risk updates proceed after automated validation, while work involving sensitive data, elevated permissions, or critical infrastructure requires human approval.
Designing these controls starts with identifying the decision to govern, the risk it introduces, and the stage where that risk can be evaluated most effectively. The answers determine whether an action proceeds automatically, requires human review, or stops until a problem is resolved.
Early safeguards prevent expensive rework
The value of placing safeguards deliberately becomes clearer when an agent begins planning a change. Consider an agent assigned to modify an application's data export functionality. It produces a plan, implements the feature, runs its tests, and opens a pull request. During review, an engineer discovers that the implementation would expose data beyond the intended permission scope. The review catches the issue before merge, but the agent must now revise its implementation and repeat parts of the development process.
A different approach places a risk-based approval gate after planning but before implementation. Because the work involves data access permissions, the factory requires an engineer to review the proposed approach before code is written. If the plan reveals an overly broad permission model, the engineer can flag it early, allowing the agent to correct its plan without rebuilding the feature.
Once development begins, automated tests, dependency scans, and permission boundaries continue checking the work, while code review provides another opportunity to identify defects before merge. Each control addresses a different concern, and none eliminates the need for the others.
Release safeguards catch what review can't
Whether a software factory stops at a pull request or continues through deployment, release is a separate decision about who experiences a change and when. Readiness for deployment doesn't guarantee that the software will behave as expected once users encounter it, so teams still need controls that observe production behavior and limit the consequences of unexpected outcomes.
The same design questions apply at release, though the decision shifts from authorizing implementation to determining how widely users should experience new functionality. A team might limit initial exposure to a small audience, monitor error rates and latency as the rollout progresses, and expand access while those signals remain within acceptable thresholds. If conditions deteriorate, a predefined policy or an engineer can pause the rollout, investigate the cause, or reverse exposure without another deploy.
These safeguards work because they respond to production evidence. Some decisions can follow predefined conditions, while others require human judgment. Not every release can be reversed through a rollout control, and some failures still require manual intervention or a new deployment. The objective is to make those responses deliberate rather than improvised.
The overhead harness lets an athlete train closer to their limits by reducing the consequences of a fall. Software safeguards give teams the same margin, letting routine work keep moving while consequential decisions receive human attention. As agents take on more development work, that margin may help determine which teams sustain their pace and which fall behind. Safety then becomes part of how the system operates at agent speed, rather than a brake applied whenever the system moves too quickly.
