The European Commission has opened a tender for a study examining where investment is needed in trans-European digital backbone networks. The 18-month assignment will map terrestrial and submarine infrastructure, assess gaps and market failures, and examine how future EU funding could support network capacity, resilience, security and European ownership. For connectivity providers, infrastructure specialists and regional digital-network businesses, the immediate issue is a procurement opportunity. More broadly, the findings could help shape future European backbone interventions.
The formal Study on investments in Trans European Digital (TEN-D) Networks was published by DG CONNECT, the Commission department responsible for communications networks, content and technology. According to the European Commission’s official tender page, the call opened on 5 October 2026 and closes on 13 November 2026. Its maximum contract value is €400,000.
This is not a funding programme for building a network. It is a commissioned study intended to provide the evidence base for future policy and funding decisions. That distinction matters for companies considering participation: the current opportunity is to conduct the research and produce the specified analysis, rather than to apply for capital to deploy infrastructure.
What the TEN-D tender covers
The Commission wants a detailed picture of Europe’s backbone connectivity, including the links that carry data between countries, regions, cloud locations and international landing points. The study is expected to consider both terrestrial and submarine backbone networks, with particular attention to strategic projects of European interest.
Its scope includes mapping network topology, identifying future connectivity needs and assessing whether the market is likely to deliver the required investment on its own. The Commission specifically identifies redundancy, capacity, security, resilience and ownership as areas for assessment. It also seeks analysis of investment gaps and risks affecting European ownership of critical backbone infrastructure.
The work is intended to complement existing Cable Projects of European Interest, known as CPEIs. It is also designed to inform the focus of potential backbone interventions under the next Multiannual Financial Framework, or MFF. The research will examine possible EU funding interventions, notably through the European Competitiveness Fund.
For businesses that rely on cross-border connectivity, cloud access or digital service delivery, the practical significance is long-term rather than immediate. Better evidence on vulnerable routes, limited capacity and missing redundancy could influence which infrastructure needs receive policy attention and potential public support in later programmes.
Required outputs and timeline
The selected contractor will have 18 months to complete the assignment. The Commission has specified a substantial set of outputs rather than a single high-level policy paper:
- Four standalone reports, covering two paired tasks
- A workshop report
- A final report
- A comprehensive GIS map of the European backbone network
| Study element | What the Commission expects | Why it matters |
|---|---|---|
| Network mapping | A comprehensive GIS map covering the European backbone network, including terrestrial and submarine infrastructure | Creates a geographic view of backbone topology and potential weak points |
| Needs assessment | Analysis of future requirements for capacity, redundancy, security, resilience and ownership | Connects infrastructure conditions to future connectivity priorities |
| Investment analysis | Assessment of market failures, investment gaps and possible EU funding interventions | Provides evidence for possible future policy and funding choices |
The deadline means potential bidders need to move quickly. Submissions must be made through the EU Funding & Tenders Portal, and applicants must register in the Participant Register. The supplied tender information does not set out further eligibility requirements, evaluation criteria or consortium rules. Prospective applicants should therefore rely on the tender documentation and portal materials for the complete participation conditions.
Who may find the tender relevant
The assignment combines infrastructure knowledge, market analysis, policy understanding and geospatial mapping. It may be relevant to organisations that can credibly analyse backbone-network topology and economics across multiple European countries. That can include specialist consultancies, research organisations, network and cable experts, and teams with GIS capabilities.
Smaller providers should not assume the tender is outside their reach solely because its geographic scope is European. However, the breadth of the required work suggests that a bidder must be able to address both technical and market dimensions across terrestrial and submarine networks. Where an organisation has a narrow speciality, such as cable routes, regional backbone operations, mapping or investment analysis, collaboration may be worth considering. Whether partnerships or consortium bids are permitted must be confirmed in the official procurement documents.
The Commission’s focus on European ownership is especially notable. It indicates that the study is not limited to bandwidth demand or physical routes. It will also consider strategic exposure around control of infrastructure. Still, the tender does not itself establish new ownership rules, financing decisions or infrastructure obligations. Those are potential matters for subsequent policy work, informed by the study’s findings.
For companies outside the procurement process, the most useful response is to track the study as a signal of where European connectivity policy is heading. Businesses operating data-intensive services across borders, regional cloud providers and connectivity-dependent platforms may eventually be affected by decisions on resilience, route diversity and backbone investment priorities. The study’s GIS mapping and final analysis should be particularly important evidence to watch once they are produced.

Frequently Asked Questions
What is the EU TEN-D Networks tender?
It is a European Commission procurement call for a study of investment needs in trans-European digital backbone networks. The study will examine network topology, future needs, market failures, investment gaps and potential funding interventions.
When is the deadline for the TEN-D study tender?
The call opened on 5 October 2026 and closes on 13 November 2026. Applications must be submitted through the EU Funding & Tenders Portal.
What will the TEN-D study deliver?
The assignment includes four standalone reports across two paired tasks, a workshop report, a final report and a comprehensive GIS map of the European backbone network.
Does this tender fund new digital network infrastructure?
No. The current call is for a study, not direct infrastructure construction funding. Its findings are intended to inform possible future EU backbone interventions and funding choices.
Conclusion
The TEN-D tender gives the European Commission a structured way to identify where Europe’s digital backbone networks need greater capacity, resilience, security and strategic protection. Its immediate value is a research contract with a 13 November 2026 deadline. Its longer-term importance lies in the evidence it will provide for future decisions on trans-European terrestrial and submarine connectivity.
