The European Commission has opened a call for tenders to establish and operate a European AI Observatory for three years. The planned Observatory is a new instrument under the EU’s Apply AI Strategy, designed to monitor artificial intelligence uptake in key sectors, assess effects on labour markets and the economy, and support sector-focused dialogue. According to the European Commission’s official tender announcement, submissions close on 3 November 2026.
This is a procurement process, not the launch of a public Observatory service. The Commission is seeking a contractor to build and run the monitoring and information infrastructure. Its eventual output could give businesses, policymakers and other stakeholders a clearer view of where AI adoption is progressing, which use cases are emerging, and what challenges are affecting deployment across the EU.
What the European AI Observatory is intended to deliver
The tender sets out a broad operational brief. The selected contractor will create a monitoring framework with key performance indicators for sectoral AI uptake and its economic and societal effects. The framework is expected to cover indicators including AI investment, AI-related patents, skills and talent, and computing infrastructure.
The assignment also goes beyond numerical tracking. The Observatory is intended to produce qualitative, sector-specific monitoring reports on AI use cases in core processes within strategic sectors. It will also report on cross-cutting challenges identified in the Apply AI Strategy.
| Planned output | Purpose set out in the tender |
|---|---|
| Monitoring framework and KPIs | Track sectoral AI uptake and related economic and societal impact, including investment, patents, skills and computing infrastructure. |
| Sector-specific qualitative reports | Document AI use cases in core processes of strategic sectors. |
| Cross-cutting challenge reports | Analyse challenges identified in the Apply AI Strategy. |
| Website and interactive tools | Provide dashboards, sector fiches, a policy actions tracker, a reports library and links to national AI strategies. |
The planned website is a significant part of the contract. Alongside published reports, it is expected to include interactive dashboards and sector fiches, plus a tracker of policy actions. If delivered as described, those elements could make EU-level evidence on AI adoption more accessible than relying on scattered reports and national sources.
For the Commission, the Observatory would create a continuing evidence base around how AI is being used and where adoption is constrained. It is explicitly connected to the Apply AI Strategy’s focus on uptake, economic impact, societal impact and sectoral dialogue.
Why the tender matters for businesses
The immediate opportunity is for organisations able to bid for the contract through the EU Funding & Tenders Portal, as directed by the Commission. The tender notice does not state that ordinary businesses must register with, report to, or otherwise participate in the future Observatory. Companies should not assume new reporting duties from this procurement alone.
Its longer-term relevance lies in the evidence it is designed to collect and publish. Businesses considering AI tools may eventually be able to use sector-specific examples and indicators to benchmark their own priorities. A company could, for example, use published material to understand how AI use cases are being framed in its sector, what skills or infrastructure trends are visible, and which recurring implementation challenges have been identified.
The Observatory may also make policy developments easier to follow through its planned policy actions tracker and links to national AI strategies. That does not mean the Observatory itself will create new obligations. Rather, it is intended to monitor and analyse AI development in a policy environment where AI adoption, labour-market effects and sectoral impacts are receiving closer attention.
For managers, the practical lesson is to distinguish between AI implementation decisions and policy monitoring. An organisation does not need to wait for the Observatory to begin evaluating worthwhile AI use cases. But it can benefit from keeping a record of the tools it uses, the processes affected, the skills required and the measurable outcomes. Those basics make it easier to assess new public evidence as it becomes available.
Useful preparation steps include:
- Identify the business processes where AI is already used or being evaluated.
- Define practical measures for outcomes, such as time saved, quality improvements or reduced manual work.
- Track skills, data and technical dependencies that affect adoption.
- Follow relevant EU and national AI policy updates through authoritative channels.
The contract’s three-year term suggests the Commission is seeking an ongoing capability rather than a one-off study. The tender materials confirm the scope of the requested work, but they do not yet identify the successful contractor, a launch date for the Observatory website, or the first reports that will be published. Those are the next developments to watch after the procurement process closes.
For businesses that want to turn AI interest into measurable operational gains, Scalevise can help identify realistic use cases, assess implementation requirements and build a practical adoption plan. An AI implementation consultation can connect AI opportunities to existing workflows, team capacity and clear business outcomes, rather than leaving experimentation disconnected from day-to-day work. Frequently Asked Questions
What is the European AI Observatory?
The European AI Observatory is a planned EU instrument under the Apply AI Strategy. The Commission intends it to monitor AI uptake in key sectors, assess labour-market and economic effects, support sectoral dialogue and publish related information tools and reports.
When is the tender deadline for the European AI Observatory?
The European Commission states that tenders must be submitted by 3 November 2026 through the EU Funding & Tenders Portal.
What will the contractor for the Observatory do?
The contractor will set up and operate the Observatory for three years. Required outputs include a KPI-based monitoring framework, sector-specific reports, analysis of cross-cutting challenges, and a website with dashboards, sector fiches, a policy actions tracker and a reports library.
Will businesses have new AI reporting requirements because of this tender?
The tender announcement describes a contract to establish and operate the Observatory. It does not state that businesses will face new reporting requirements or mandatory participation as a result of this procurement.
How could the Observatory help companies using AI?
Once operational, its planned reports, dashboards and sector information could help companies follow AI adoption patterns, use cases, policy actions and challenges relevant to their sector. The exact public resources and publication schedule will depend on the completed contract.
Conclusion
The European Commission’s tender is a concrete step toward a sustained EU-wide view of AI adoption and its effects across sectors. The future Observatory is not yet operating, and the tender alone creates no stated new duties for businesses. Its planned monitoring, reports and digital tools could nevertheless become a useful reference point for companies making practical AI investment and implementation decisions.
