India is focusing on cleaner energy sources and better waste management, and Compressed Biogas (CBG) is becoming an important part of this transition. Organic waste such as cow dung, food waste, agricultural residue, poultry litter and other biomass can be processed to produce biogas and further upgraded into CBG.
To support the development of CBG production in India, the Government introduced the SATAT Scheme (Sustainable Alternative Towards Affordable Transportation) in October 2018. The initiative aims to encourage CBG production, create new business opportunities and support the use of renewable fuels.
- What is the SATAT Scheme? The SATAT scheme for CBG plants is designed to increase the production and use of Compressed Biogas across India. Biogas is first produced through the anaerobic digestion of organic waste. It is then purified and upgraded to remove impurities and increase methane concentration. After compression, the gas can be used as a cleaner fuel for transportation and industrial applications. The scheme has been associated with a target of establishing around 5,000 CBG plants with an overall production potential of approximately 15 million metric tonnes of CBG per year. Oil Marketing Companies (OMCs), including companies such as IOCL, BPCL and HPCL, have been involved in inviting entrepreneurs to develop CBG projects and enter into offtake arrangements.
- Who Can Set Up a CBG Plant Under SATAT? Entrepreneurs and business entities interested in establishing a commercial CBG plant can explore opportunities under the SATAT framework. Applicants may include individuals, partnerships, companies and other eligible business structures, depending on applicable requirements. One important aspect is obtaining a Letter of Intent (LOI) from participating OMCs. A CBG offtake agreement can provide a structured route for selling the CBG produced by the plant. Plant capacity and other technical, financial and contractual requirements also need to be considered before starting a project. Before investing in a CBG project, developers should evaluate feedstock availability, land, technology, plant capacity, transportation requirements and the long-term availability of organic waste.
- Financial Support and Incentives Setting up a CBG plant requires significant investment in digesters, gas purification systems, compressors, storage, feedstock handling and other infrastructure. Government support and financing mechanisms can therefore play an important role in project development. The SATAT-related framework described by Koshish includes financial assistance, priority-sector lending, market development support and infrastructure-related support. Certain capital assistance provisions may apply subject to the relevant scheme conditions and eligibility requirements. Developers should always verify the latest government guidelines and applicable conditions before calculating the subsidy, financial assistance or expected project returns.
- Benefits of SATAT for CBG Projects The SATAT initiative can support the development of a structured market for Compressed Biogas in India. One important component is the potential for long-term CBG offtake arrangements with participating OMCs. CBG projects can also generate environmental and social benefits. They convert organic waste into useful energy while supporting better waste management. Farmers and waste generators can potentially benefit from the organised use of biomass, while the production process can also generate organic manure as a useful by-product. For businesses, a well-planned CBG plant can combine waste management, renewable energy production and resource recovery within one project.
- Why CBG is Important for India's Clean Energy Future India generates large quantities of agricultural, animal and organic waste. Converting this waste into renewable fuel can help create additional value from resources that might otherwise require disposal. CBG can be used as an alternative to conventional natural gas-based fuels in suitable applications. Its development also supports broader objectives related to renewable energy, waste-to-energy solutions and reduction of dependence on fossil fuels. The SATAT initiative is therefore an important part of India's developing CBG ecosystem. However, every project should be evaluated individually based on feedstock availability, technology, project costs, financing, offtake arrangements and applicable government regulations. Conclusion The SATAT Scheme for Compressed Biogas Plants provides a framework for encouraging CBG production from organic waste and biomass. With opportunities related to offtake agreements, financing support and waste-to-energy development, the scheme can be relevant for entrepreneurs exploring commercial CBG projects. A successful CBG plant in India requires more than government support. Proper feedstock planning, suitable technology, efficient operations, financial planning and compliance are equally important. Businesses interested in developing CBG projects should assess all these factors carefully and check the latest applicable government guidelines before moving forward.
