Google's EEA Carve-Out and Multi-Regional Sites: Why One Domain Now Has Two Penalty Rules

If your site serves visitors in more than one country, Google's policy change of August 30, 2026 affects you even if you never touched sponsored content.

The change in one paragraph

Google's site reputation abuse policy targets sponsored or third-party content placed on an established domain to borrow its authority. Until recently, a violation could drag down the whole domain. Since August 30, 2026, inside the European Economic Area Google instead separates the problematic section. The pressure came from the European Commission's Digital Markets Act investigation, where fines of up to 10% of Google's global revenue were possible. Outside the EEA the original rule still applies.

Why multi-regional sites should care

Poland is inside the EEA. Ukraine and the United States are not. A single domain with Polish, Ukrainian and American versions can therefore be judged by two different standards depending on where the search happens. That has practical consequences:

A section that looks harmless in Warsaw may still cause a domain-wide demotion in Kyiv or New York.
A clean Search Console report filtered to Poland proves nothing about other markets.
Sponsored or guest content that you keep "just in the Polish folder" is no longer protected the way many owners assume.

A short review routine

List every section of the domain that is written by third parties or paid for.
Check performance per market, not only for the whole property.
Keep sponsored material clearly separated and labeled, and never rely on the EEA exemption to keep it.
Re-check after each Google announcement, because more regional carve-outs are likely.
