A quiet but consequential realignment is taking shape inside the world's largest financial institutions — one that could determine the architecture of digital money for the next decade. At gatherings including the prominent Jackson Hole financial forum, a consensus has begun to crystallize: stablecoins, despite having earned meaningful acceptance in digital finance over recent years, are steadily losing ground to tokenized deposits as the preferred instrument for institutional digital-asset strategy.
The distinction between the two instruments is not merely technical — it is deeply regulatory, structural, and philosophical. Stablecoins, typically issued by non-bank entities and pegged to fiat currencies through reserve holdings, have demonstrated real-world utility in payments, decentralized finance (DeFi), and cross-border settlements. Yet their architecture places them outside the traditional banking perimeter, raising persistent questions about reserve transparency, counterparty risk, and regulatory standing that incumbent financial institutions have found difficult to dismiss.
Tokenized deposits, by contrast, represent a digital encoding of conventional bank deposits onto distributed-ledger infrastructure — keeping the instrument firmly within the regulated banking system. A tokenized deposit is, at its core, still a liability of a licensed, deposit-taking institution. It carries deposit-insurance protections, sits within existing anti-money laundering (AML) and know-your-customer (KYC) frameworks, and remains subject to the capital and liquidity requirements that regulators have spent decades calibrating. For compliance officers, treasury desks, and risk committees, that familiarity is enormously attractive.
Figures cited at Jackson Hole, including commentary attributed to discussants such as Hernandez and Ed Cos, have helped sharpen the institutional narrative around this shift. Their contributions underscored a broader argument gaining traction among central bankers and commercial bank executives alike: that the efficiency gains promised by blockchain-based money do not require abandoning the regulatory perimeter that gives money its systemic credibility. Tokenized deposits offer precisely that combination — programmability and settlement finality on one side, regulatory legitimacy on the other.
The timing matters. Regulatory frameworks governing stablecoins have advanced substantially in major jurisdictions — the European Banking Authority has implemented Markets in Crypto-Assets (MiCA) provisions that impose strict reserve and operational requirements on stablecoin issuers, while the Federal Reserve and other central banks continue to scrutinize the systemic implications of large-scale stablecoin adoption outside the banking system. This regulatory pressure has simultaneously made stablecoins more costly to issue compliantly and made the tokenized-deposit model more comparatively attractive. Banks that might once have explored partnering with stablecoin issuers are now asking whether they can replicate the functionality in-house, on their own balance sheets.
Major institutions including JPMorgan have already demonstrated the viability of tokenized deposit infrastructure through platforms such as JPM Coin, which has processed billions of dollars in institutional transactions. The Bank for International Settlements has also championed the concept through its various Project Agora and Unified Ledger research initiatives, framing tokenized deposits as a central component of the next-generation monetary system. That institutional endorsement from the apex of the global financial architecture has given commercial banks additional confidence to invest in the technology.
What remains uncertain is whether stablecoins will retain a meaningful role in the segments where banks have historically been reluctant to operate — retail crypto markets, DeFi protocols, and cross-border remittance corridors in underserved markets. Issuers such as Circle and Tether have built substantial network effects precisely in those areas, and institutional tokenized deposits are unlikely to penetrate DeFi liquidity pools or serve the unbanked populations of emerging economies in any near-term timeframe. The two instrument categories may ultimately serve divergent ecosystems rather than one displacing the other entirely.
What This Means for Digital Finance
The trajectory signaled at Jackson Hole points toward a bifurcation of the digital-money landscape. On one side, stablecoins will continue to serve as the liquidity rails of open, permissionless blockchain networks — essential infrastructure for crypto markets and decentralized applications that operate beyond the banking perimeter. On the other side, tokenized deposits are poised to become the institutional standard for programmable money within the regulated financial system, offering banks a path to blockchain-era efficiency without sacrificing the compliance architecture that governs their broader operations. For the financial institutions that dominate wholesale payments, trade finance, and securities settlement, the choice is becoming clearer. The question is no longer whether to digitize money, but which form of digital money aligns with the regulatory and operational realities of modern banking — and on that question, tokenized deposits are building a decisive lead.
