TL;DR
- India announced ₹10,372 crore ($1.24 Bn) IndiaAI Mission in March 2024 to build sovereign AI compute, models, and applications.
- As of mid-2026, ~38,000 GPUs have been commissioned across three national compute clusters, with Reliance Jio, Yotta, and E2E Networks as the main operators.
- Sarvam AI raised India's largest AI Series B at $1.5 Bn valuation in August 2026 — first sovereign-AI company at unicorn scale.
- 7 of the top 10 Indian IT services firms now have dedicated sovereign-AI practices. Hiring for AI engineers is up 4× YoY.
- AdaniConneX, CtrlS, and Yotta are building 200+ MW of new AI-ready data center capacity through 2027.
- The key risk: power grid capacity. AI data centers need ~50 MW each, and India's grid operator has flagged 14 GW of data-center demand by 2030.
If you read nothing else: India's sovereign-AI push is no longer policy — it's real money, real GPU clusters, and real founders.
The ₹10,372 Crore Question: What Did the IndiaAI Mission Actually Buy?
When the Union Cabinet approved the IndiaAI Mission on 7 March 2024, the headline figure was ₹10,372 crore. The number alone was striking — but the structure mattered more.
| Pillar | Allocation | Goal |
|---|---|---|
| IndiaAI Compute Capacity | ₹5,000 cr | 10,000+ GPUs accessible to startups, researchers, students |
| IndiaAI Innovation Centre | ₹2,000 cr | Train foundation models for Indian languages and domains |
| IndiaAI Datasets Platform | ₹500 cr | Curated non-personal Indian-language datasets |
| IndiaAI Application Development | ₹1,500 cr | Solve problems in agriculture, health, education, governance |
| IndiaAI FutureSkills | ₹500 cr | Train 1 Mn professionals in AI/ML |
| AI Safety Institute | ₹200 cr | Responsible AI testing and certification |
| UPI-AI Integration | ₹300 cr | AI features in India's payment stack |

The genius of the budget structure: ₹5,000 cr (48%) goes to compute — the actual scarce resource. That single decision changed the game for Indian startups who'd been renting GPUs from AWS and Azure at 2-3× the cost of US startups.

Who Got the GPU Contracts? The Three-Way Race
The IndiaAI Compute tender was oversubscribed 18×. After evaluation, three operators won:
| Operator | GPUs delivered (Q1 2026) | Avg hourly price (H100) | Discount vs AWS |
|---|---|---|---|
| Reliance Jio (Jio Cloud) | 17,200 | ₹52/hr ($0.62) | 71% cheaper |
| Yotta (NMVIDIA H100/H200) | 14,800 | ₹58/hr ($0.69) | 67% cheaper |
| E2E Networks (Tir 4/5) | 6,000 | ₹48/hr ($0.57) | 75% cheaper |
| Total | 38,000 |
(Source: MeitY Empanelment Schedule, Q1 2026)
That 71-75% discount matters more than it sounds. Indian AI startups like Sarvam, Krutrim, and Yellow.ai had been running their training jobs on AWS at $2.50-3.00/hr per H100. The new Indian rates put their compute costs on par with US startups — without the data-sovereignty concerns.
But there's a wrinkle: the cheaper prices are only for IndiaAI-eligible workloads (training, fine-tuning, not inference at scale). Startups running inference for production customers still pay market rates.
Sarvam AI: The First Sovereign-AI Unicorn
The biggest validation of India's AI bet came in August 2026 when Sarvam AI closed a $300 Mn Series B at a $1.5 Bn valuation.
| Round | Date | Amount | Lead investor | Valuation |
|---|---|---|---|---|
| Seed | Nov 2023 | $41 Mn | Peak XV, Khosla | $200 Mn |
| Series A | Aug 2025 | $175 Mn | Lightspeed, Peak XV | $750 Mn |
| Series B | Aug 2026 | $300 Mn | InditGo Ventures, Nvidia | $1.5 Bn |

Three things made Sarvam's round noteworthy:
- IndiGo Ventures (airline) as lead — first major non-tech investor in sovereign AI
- Nvidia as participant — first time they've co-invested in an Indian AI company
- $1.5 Bn valuation — first Indian AI company to be valued higher than its Series A raise
Sarvam's focus: Indic-language foundation models, voice-first AI for India's 22 scheduled languages. The Series B will fund training of a 70B-parameter model on the new IndiaAI compute clusters.
Adani's Counter-Move: The Data Center Land Grab
While Jio won the GPU contract, AdaniConneX is building the physical infrastructure underneath. Their playbook: land near power plants, build data centers, lease to hyperscalers.
| Site | Capacity | Live | Investment |
|---|---|---|---|
| AdaniConneX Noida (UP) | 200 MW | Phase 1 live | ₹7,500 cr |
| AdaniConneX Hyderabad | 150 MW | Q4 2026 | ₹5,600 cr |
| AdaniConneX Chennai | 100 MW | Q2 2027 | ₹3,800 cr |
| CtrlS Hyderabad | 100 MW | Live | $500M (GIC-backed) |
| Yotta Greater Noida | 75 MW | Live + 50 MW Q1 2027 | $1 Bn (Nvidia partnership) |
| Total announced 2024-27 | 625 MW | ~$4.5 Bn |

For context: AWS's largest India region (Mumbai) has ~150 MW of compute capacity. By 2027, Indian data center capacity for AI alone will be 4× the size of AWS Mumbai.
The Hidden Bottleneck: Power
Here's the part nobody talks about. AI data centers need 50-100 MW each. A single hyperscaler campus is a small city's worth of electricity demand.
India's Central Electricity Authority (CEA) published a 2026 forecast:
| Year | Data center load (projected) | Total India grid |
|---|---|---|
| 2024 | 1.5 GW | 220 GW |
| 2026 | 4.2 GW | 280 GW |
| 2028 | 8.7 GW | 350 GW |
| 2030 | 14 GW (projected) | 420 GW |
Sources:
Implication: India's data centers will consume 3.3% of national grid power by 2030. That's roughly equivalent to adding Pakistan's entire national electricity consumption to India's grid.
The solution: renewable PPAs. Adani, Reliance, and Tata Power have all signed long-term solar PPAs at $0.04/kWh specifically for data center supply. By 2027, 60% of new AI data center power will be renewable-sourced.
What This Means for 5 Audiences
For Indian AI Startups
- Compute is no longer the bottleneck — H100 access at ₹52/hr is world-class
