SIM Card Rule 2026: DoT Caps Mobile Connections at 9 Per Person — What Changes From August 24, 2026

Last updated: August 30, 2026 — The Department of Telecommunications (DoT) has rolled out a hard cap on mobile connections per individual. From August 24, 2026, you can hold a maximum of nine mobile connections in your name across India. Operators have until November 30, 2026 to switch from post-facto checks to real-time verification.

TL;DR

The DoT has told telecom operators (telcos) to identify customers who already hold the maximum permitted mobile connections and stop issuing new SIMs to them.
Cap: nine mobile connections per individual across all operators and Licensed Service Areas (LSAs).
Lower cap (6 connections): Jammu & Kashmir, Assam, and the North-East.
Cutover: post-facto checks from August 24, 2026; real-time verification mandatory by November 30, 2026.
Customers must now declare all existing connections in the Customer Application Form (CAF).

What Happened

On August 20, 2026, the Department of Telecommunications (DoT) issued a circular directing every telecom operator — Reliance Jio, Bharti Airtel, Vodafone Idea (Vi), BSNL, and the new Mahanagar Telephone Nigam Limited licensees — to enforce a hard cap on the number of mobile connections a single person can hold in their name (source: Free Press Journal).

The rule took effect on August 24, 2026. Until November 30, 2026, telcos will run their checks on a post-facto basis. After that date, every new SIM activation must clear a real-time check against the DoT's Digital Intelligence Platform (DIP) before the connection goes live.

Operators are required to suspend any connection activated in excess of the cap, until the subscriber resolves the over-limit issue. The circular is unambiguous: "any mobile connection activated beyond the prescribed limit for a day shall be immediately suspended till resolution of the issue."

The Rules at a Glance

Item	Limit
Mobile connections per person (rest of India)	9
Mobile connections per person (J&K, Assam, NE)	6
Post-facto verification starts	August 24, 2026
Real-time verification deadline	November 30, 2026
Verification backend	DoT Digital Intelligence Platform (DIP)
Customer declaration	Required in Customer Application Form (CAF)
Competent authority for disputes	Respective Licensed Service Areas (LSAs)

Background

India has had de facto rules around multiple SIMs for years — most operators reject a 7th or 8th connection at Point of Sale (PoS). What changed on August 24 is that the cap is now statutory, nationwide, and tied to a central database.

The DoT's Digital Intelligence Platform already powers much of the Sanchar Saathi portal — the same system that lets you check how many SIMs are on your Aadhaar. The new rule simply makes the DIP query a mandatory step in every new activation.

The lower cap for Jammu & Kashmir, Assam, and the North-East reflects long-standing security concerns in those circles. Fraud SIMs issued in the NE have historically been a trigger for both cyber fraud and cross-border operations, which is why the LSAs there get a tighter ceiling.

Why 9, Not 7 or 12?

The number 9 is a pragmatic limit. Industry data has long shown that households — especially small businesses and joint families — use 6-7 SIMs legitimately across family members, devices, work-life separation, and travel. Setting the bar at 9 leaves headroom without making the cap feel punitive.

Operators have privately pushed for 12, citing prepaid-M2M-iot use cases (a small business may have a primary SIM, a separate work SIM, a tablet SIM, an MiFi SIM, a backup SIM, plus family members' lines). The DoT held the line at 9 with the option to revisit the limit after six months of live data.

The Numbers Behind the Rule

Metric	Value	Source
India mobile subscribers (Jun 2026)	~1.20 billion	TRAI quarterly report
Average SIMs per individual (urban)	3.1	TRAI / NSO sample
Average SIMs per individual (rural)	2.4	TRAI / NSO sample
Subscribers holding 6+ SIMs (estimate)	~3.5 crore	Industry analyst estimate
Subscribers holding 9+ SIMs (estimate)	~80-90 lakh	Industry analyst estimate

For perspective: India's telecom subscriber base crossed 1.35 billion in mid-2025 as per TRAI's monthly reports, with a unique subscriber base of around 900-950 million. The DoT's cap targets the long tail of users running bulk SIM fraud farms — typically 15-25 connections under one name — without meaningfully restricting normal multi-device users.

Impact: Who This Hits (and Who It Doesn't)

Who is unaffected

Most urban users with 1-3 SIMs. Nothing changes.
Small businesses with 4-5 lines across staff. Well within the new ceiling.
Dual-SIM phone owners. Two personal lines plus two work lines = 4 total. Still fine.

Who needs to act

Anyone holding 9+ SIMs (estimated 80-90 lakh people). Expect telcos to reach out via SMS within the first week of October with instructions on which connections to retain.
Anyone holding 6+ SIMs in J&K, Assam, or the NE. The lower cap kicks in earlier and the consequences are sharper because operators in those circles are already running tighter Know-Your-Customer (KYC) audits.
M2M/IoT deployments with bulk SIMs — fleet telematics, payment terminals, EV charge points. These are not mobile connections under the new rule (they're licensed under separate M2M/IoT categories), but enterprise customers should confirm with their operator.

What happens if you exceed the cap

Per the circular, the connection is immediately suspended until you resolve the over-limit. Resolution usually means surrendering excess SIMs and updating the CAF. There is no fee for voluntarily surrendering SIMs in excess of the cap during the August 24 — November 30 grace window.

How to Check How Many SIMs You Already Hold

You don't have to wait for the operator's SMS. You can self-audit right now:

Sanchar Saathi portal (sancharsaathi.gov.in) — Aadhaar-based check of all connections in your name across operators.
Each operator's app — Jio, Airtel, Vi, and BSNL apps all let you list every number on your ID.
Dial 14422 — DoT's IVR hotline for telecom query and fraud reporting.

If you find SIMs you didn't sanction, report them immediately. From November 30 onwards, the real-time check will surface any new activation under your name that you didn't authorise — and a fraud SIM that tries to slip through will fail the DIP query, buying you protection.

What's Next

August 24 — November 30, 2026: Post-facto grace period. Operators can issue a connection and then suspend it if it puts you over the cap. Expect SMS outreach in October.
November 30, 2026: Real-time checks go live. A new SIM activation that would push you over the cap will be blocked at the point of sale, not suspended after the fact.
Q1 2027 (expected): TRAI review of whether the cap should be revised up or down, based on six months of live data.
Ongoing: LSA-level audits to identify fraud rings running SIM farms under a single Aadhaar.

For now, the practical advice is simple: if you're a heavy multi-SIM user, surrender the lines you don't actively use before November 30. Doing it now is friction-free; doing it after you get an SMS telling you a connection was suspended is slower and requires a CAF visit.

What This Means for the Bigger Telecom Story

The SIM cap is one of three structural moves the DoT has made in 2026:

Sanchar Saathi expansion — the citizen portal now reaches ~50 million unique visitors a quarter, up from 15 million in early 2025.
AI-based fraud detection at the DoT's Chakshu platform — auto-flagging suspected spoof and fraud SMS at the network layer.
The 9-SIM cap — closing the loophole that allowed a single Aadhaar to anchor a 25-SIM fraud operation.

Together, these moves shift India from operator self-certification to DoT-verified activation at every step of the customer lifecycle. Expect this to be cited as a model in other emerging markets — and expect further tightening if the post-November data shows fraud hasn't dropped.
