Key Takeaways
- Canada Post's weekend delivery pushes CBSA clearance volume to Saturday and Sunday, so your broker must staff CAD and PARS filing outside 9-to-5 or your goods sit until Monday.
- CARM Phase 2 Release 3 (October 2024) made the CARM Client Portal mandatory for all commercial entries, meaning weekend access is no longer optional for active importers.
- RPP bond posting requires broker access to CARM seven days a week; if your broker only files weekdays, your Saturday releases don't happen.
- When evaluating any Canadian customs brokerage firm, ask whether weekend filing is routine or premium-tier; the answer tells you whether they're ready for seven-day ecommerce volume.
Weekend Parcel Volume Is a CBSA Clearance Problem First
Canada Post's announcement of weekend parcel delivery by year-end addresses customer trust issues after labor uncertainty, but it also shifts the ecommerce clearance calendar. More parcels arriving Saturday and Sunday means more Commercial Accounting Declarations hitting CBSA's queue outside traditional business hours. If you're comparing a & a customs brokers, CanFlow Global, or any Canadian brokerage firm, the real differentiator isn't price per entry. It's whether they can file a PARS release at 6 a.m. Sunday when your LTL carrier drops a shipment at FENGYE's Montreal sufferance warehouse and the importer expects dock-to-stock by Monday morning.
Canada Post lost nearly $200 million before taxes in Q2 2024, but the new labor contract has stabilized operations enough to launch seven-day delivery. For importers, that means higher weekend inbound volume. For brokers, that means CBSA verification requests don't wait until Monday. Most low-value ecommerce parcels fall under Canada's de minimis thresholds of CAD $20 for duties and CAD $40 for taxes (per CBSA's courier low-value shipment guidelines), but anything above that threshold requires a CAD filed through the CARM Client Portal. If your broker closes shop Friday at 5 p.m., your Saturday arrivals sit until Monday.
What Weekend Clearance Actually Requires from Your Broker
Weekend delivery isn't a novelty. CBSA operates commercial clearance queues around the clock at major crossings, and ecommerce doesn't respect business hours. The question is whether your brokerage firm staffs PARS and CAD filing outside 9-to-5. CARM Phase 2 Release 3, which went live in October 2024 per CBSA's implementation timeline, made the CARM Client Portal the mandatory entry point for all commercial accounting declarations. That means your broker needs live portal credentials and staff authorized to file on your importer account, not just during weekdays.
Weekend clearance also means weekend HS classification decisions. A pallet of mixed consumer goods might include HS 6110.20 cotton sweaters, HS 9503.00.20 stuffed toys, and HS 8517.62 Bluetooth speakers. Each line requires a six-digit HS code at minimum, duty calculation, and origin determination if you're claiming CUSMA or CETA preference. If your broker punts classification to Monday morning, the warehouse punts your goods to the overflow lane. CanFlow's classification tool helps pre-screen common consumer SKUs, but complex entries still need a licensed broker's call. The brokers who handle weekend volume well are the ones who treat Saturday like Wednesday.
The RPP Bond Question When Your Warehouse Operates Seven Days
Most mid-market importers post a Release Prior to Payment (RPP) bond to avoid holding goods at the border while CBSA collects duties. We typically see RPP bonds starting around CAD $25,000 for importers bringing in $500,000 to $2 million annually. The bond covers duties and taxes during the release-to-payment window, which CBSA sets at up to 90 days under the Customs Act. If your shipment clears Saturday morning and your broker doesn't have weekend access to post the RPP transaction in CARM, the release doesn't happen. The carrier sits at the dock. FENGYE's Montreal warehouse opens inbound at 6:30 a.m. seven days a week, but we can't move goods from sufferance to general storage until CBSA releases them. A broker who files CAD entries only Monday through Friday creates a bottleneck the warehouse can't fix.
Some brokers charge a weekend surcharge (commonly 25% to 50% over the standard per-entry fee). That's a commercial decision, but it's also a signal of whether weekend work is routine or special-request. If a firm treats Saturday filing as an exception, expect delays when weekend volume becomes the norm.
Evaluating A & A Customs Brokers or Any Canadian Firm: The Real Questions
When you're evaluating customs brokers, the questions that matter are operational, not just price. Does the firm staff licensed brokers on weekends, or do weekend entries wait in a queue until Monday? Can they access your CARM Client Portal outside business hours to file a CAD or respond to a CBSA verification request? Do they have standing arrangements with your warehouse to coordinate weekend releases?
A&A Customs Brokers, like other established Canadian firms, has decades of experience. The weekend-delivery shift isn't about replacing your current broker. It's about confirming that whoever you use can handle the new normal. Canada Post's seven-day delivery schedule will push more importers to expect same-day or next-day clearance regardless of when the shipment arrives. The brokers who already run weekend operations won't need to retool. The brokers who don't will either adapt or lose volume to firms that do.
CanFlow Global operates customs clearance seven days a week because the ecommerce and perishable-goods clients we serve can't afford Monday-morning queues. If your current broker can't commit to weekend PARS releases and CAD filings, we should talk. Weekend parcel delivery is here. Weekend customs clearance is the baseline, not the premium tier.
Frequently Asked Questions
What are Canada's de minimis thresholds for ecommerce parcels?
Canada's de minimis is CAD $20 for duties and CAD $40 for taxes, per CBSA courier low-value shipment rules. Anything above those thresholds requires a Commercial Accounting Declaration (CAD) filed through CARM, even on weekends.
Do all Canadian customs brokers work weekends?
No. Many traditional brokers operate Monday to Friday business hours only. If you're importing ecommerce or perishable goods that arrive Saturday or Sunday, confirm your broker staffs PARS and CAD filing seven days a week before you sign a service agreement.
How long does CBSA take to release a weekend shipment?
CBSA commercial clearance operates around the clock at major crossings. A clean PARS entry with no exam flags typically releases within two to four hours of CAD acceptance. The bottleneck is usually broker availability, not CBSA processing time.
What is an RPP bond and why does it matter for weekend clearance?
An RPP (Release Prior to Payment) bond allows CBSA to release goods before collecting duties, with payment due within 90 days per the Customs Act. If your broker can't post the RPP transaction in CARM on a Saturday, the release doesn't happen until Monday.
When did CARM Phase 2 Release 3 go live?
CARM Phase 2 Release 3 launched in October 2024, per CBSA's phased implementation timeline. That release made the CARM Client Portal the sole entry point for all Commercial Accounting Declarations, replacing the older EDI B3 format.
Do brokers charge extra for weekend clearance?
Some Canadian brokers charge a weekend surcharge, commonly 25% to 50% over the base per-entry fee. Others include weekend coverage as standard. The pricing model tells you whether the firm treats Saturday filing as routine or exception.
