Polish Prime Minister Donald Tusk moved on Friday to force a parliamentary showdown over digital-asset regulation, formally requesting that the Speaker of the Sejm schedule a new vote to override President Karol Nawrocki's veto of the country's crypto-assets market law. The trigger for Tusk's intervention was unambiguous: a widening criminal and regulatory probe into Zondacrypto, one of Central Europe's most prominent cryptocurrency exchanges, which has given the legislative impasse a new and urgent dimension that the Prime Minister described as rendering further delay both politically and practically indefensible.
The sequence of events now playing out in Warsaw represents something rare in European crypto policy: a scandal so immediate and domestically visible that it has compressed what might otherwise have been months of procedural inertia into a direct political confrontation between the executive and the head of state. President Nawrocki's veto had effectively frozen Poland's path toward a coherent domestic legal framework for crypto-asset markets, leaving regulators, exchanges, and investors in a legal grey zone at precisely the moment the Zondacrypto affair began generating headlines and regulatory pressure in equal measure.
Tusk's calculation appears to rest on a straightforward political logic. The Zondacrypto probe, which continues to widen in scope, has made it impossible for the government to argue that existing oversight mechanisms are adequate. In the absence of a dedicated crypto-assets market law, Polish authorities lack the structured regulatory architecture that the legislation was designed to provide. Every week that the veto stands, the government's exposure to public criticism over regulatory gaps grows. By framing the override vote as a response to a live crisis rather than a routine legislative push, Tusk is attempting to build the cross-party majority needed to defeat the presidential veto in the Sejm.
The Polish crypto-assets market law itself was designed to bring the country's regulatory environment into closer alignment with the broader framework being constructed across the European Banking Authority and the European Securities and Markets Authority under the Markets in Crypto-Assets regulation, known as MiCA, which came into full effect across the European Union in late 2024. Poland, as an EU member state, is bound by MiCA's overarching provisions, but national legislation plays a critical role in designating competent supervisory authorities, establishing enforcement procedures, and setting out the domestic licensing regime for crypto-asset service providers. Without that national layer in place and fully operational, regulatory gaps persist even under MiCA's umbrella.
The Zondacrypto affair has thrown those gaps into sharp relief. While the full scope of the probe has not been publicly detailed in its entirety, the investigation's widening trajectory suggests that investigators are examining conduct that a more robust domestic supervisory framework might have detected or deterred at an earlier stage. For a government that has staked considerable political capital on professionalizing Poland's institutional and regulatory infrastructure since taking office, allowing a high-profile crypto scandal to fester while a veto sits uncontested is an untenable position.
President Nawrocki's decision to veto the legislation in the first place reflected objections that have not been publicly resolved, and the override process requires a three-fifths majority in the Sejm — a threshold that demands coalition discipline and, in most configurations of Poland's current parliament, some degree of support from outside the governing coalition. Whether Tusk's appeal to urgency can deliver those votes remains the central political question. The Prime Minister is clearly betting that the reputational and practical costs of the Zondacrypto affair landing in a regulatory vacuum are now visible enough to move lawmakers who might otherwise have been reluctant to take sides in an executive-presidential dispute.
What This Means for Poland's Digital Asset Market
For participants in Poland's cryptocurrency and broader digital-asset ecosystem, the coming weeks will be decisive. A successful override vote would unlock the regulatory certainty that licensed operators, institutional investors, and compliance teams have been waiting for, and would allow the country's supervisory authorities to move forward with the full implementation of their MiCA-aligned mandate. A failed vote, or further procedural delay, would leave the market in a prolonged grey zone — increasingly untenable in a post-MiCA European environment where regulatory arbitrage is shrinking and enforcement expectations are rising. The Zondacrypto probe has already altered the political calculus in Warsaw. Whether it proves sufficient to turn a presidential veto into an override is the question that Poland's digital-asset industry, and its regulators, are now watching most closely.
