What a Sufferance Warehouse Actually Does
Your container landed at Port of Montreal on a Tuesday afternoon. The PARS cleared by Wednesday morning, but your shipment still sits in a hold yard rather than moving dock-to-stock. That's where a CBSA-authorized sufferance warehouse comes in.
A sufferance warehouse is a licensed in-bond facility where importers can store goods under customs authority before final duty payment. It's not a bonded warehouse, which is federally authorized and carries a different regulatory burden. Sufferance warehouses are provincially licensed through Quebec and operate under CBSA oversight. The difference matters operationally.
At FENGYE LOGISTICS' Montreal sufferance warehouse, we hold inbound cargo through the release window, handle PARS coordination with brokers, and manage the dock-to-stock transition. A container arriving Tuesday doesn't move to a customer's warehouse until the broker sends us the release memo and we finish physical inspection.
CBSA Authorization and How It Shapes Operations
CBSA maintains a registry of authorized sufferance warehouses. Authorization is not automatic. We maintain custody of cargo at all times, run customs-compliant inventory practices, and undergo periodic audits. This affects day-to-day operations more than most importers realize.
When a PARS comes through, the broker's release documentation specifies where the goods can go. If your warehouse isn't on the approved list, the release fails. We see this happen roughly once a quarter with importers who think any warehouse can receive in-bond cargo—it can't. Your broker needs to know exactly which facility they're releasing to, and that facility needs active CBSA authorization.
CBSA also enforces Release Prior to Payment (RPP) bonds. If duty is deferred, we hold security. The bond size depends on tariff exposure and commodity risk. Fresh produce or controlled goods carry higher bonds than general merchandise. This flows directly into our handling costs and your landed expense.
PARS, RMD, and the Real Release Window
Pre-Arrival Review System (PARS) is the broker's pre-clearance submission. Release on Minimum Documentation (RMD) is a shortcut that skips full examination if goods qualify. The Commercial Accounting Declaration (CAD) is the post-CARM filing that replaced the legacy B3.
The typical timeline at Port of Montreal works like this: truck arrives at the container terminal, broker sends PARS, CBSA returns a release memo or a hold notice within 2 to 4 hours. If it's a release, we contact drayage and have the container pulled. If it's a hold for exam, the container sits at the terminal and dwell charges begin accruing hourly after free time expires.
We routinely see dwell times of 3 to 5 days on standard releases, stretching to 8 to 12 days when exams flag a container. That's not FENGYE's dock sitting idle—that's the Port of Montreal container terminal charging storage between release and physical pickup. Drayage windows matter. A delayed drayage call burns free time fast.
Dock-to-Stock SLA and the Realities of Q4
Our in-bond cargo handling services deliver dock-to-stock in 48 hours for most standard shipments. That assumes the release is clean, no additional exams, and drayage pulls the container within the free-time window.
Q4 breaks that. Port congestion, exam backlogs, and drayage shortages stretch dock-to-stock into 72 to 96 hours routinely. We've seen importers blame us for delays that actually lived at the terminal or in drayage allocation. This is why you need direct drayage coordination, not just a warehouse that receives containers.
Release timing also depends on commodity and HS classification. CBSA's tariff and trade rules mean some goods clear dock-side, others need full documentation review before release is even issued. A broker filing a CAD on Friday afternoon should expect Monday release at earliest—not same-day.
Cost Structure: Fees, Bonds, and What's Hidden
Sufferance warehouse costs hit different line items. In/out handling runs $12 to $40 per pallet depending on tonnage and bond complexity. Storage—if goods sit beyond 48 hours—runs per-diem rates, typically $5 to $8 per pallet per day for standard goods, higher for temperature-controlled reefer cargo. Exam surcharges, if CBSA opens pallets, add labor cost.
RPP bond premiums depend on duty exposure. A container of finished goods with 15% tariff exposure might need 20% security. That's cost of funds you're financing until goods clear final entry. This isn't warehouse markup; it's bond insurance and regulatory requirement.
What catches importers off guard is drayage coordination fees. You need a drayage provider who understands sufferance warehouse windows and can respect dock-to-stock SLAs. A driver who shows up at the wrong time burns your free time and costs you demurrage that you thought your warehouse would absorb. We coordinate drayage directly at FENGYE to avoid this—it's part of our service, not an add-on upsell.
Common Mistakes Importers Make
One: assuming any warehouse can hold in-bond cargo. They can't. Verify CBSA authorization before you send goods anywhere.
Two: not coordinating with drayage 24 hours before release. When PARS comes through Tuesday at 10 a.m., you need drayage booked for Tuesday afternoon pickup, not Wednesday when the driver's available. Every hour you miss costs you demurrage.
Three: not understanding RPP bond sizing. Brokers often underestimate tariff exposure, so your bond is too small. CBSA holds the container until bond is increased. We see this every quarter and it always surprises importers.
Four: using different brokers for different shipments without telling your warehouse which broker to expect. When two different CADs hit for the same container, or when one broker releases before the other files, goods get stuck. Consistency matters.
How FENGYE Runs Sufferance Warehouse Operations
At FENGYE LOGISTICS, we maintain active CBSA authorization, run dedicated PARS coordination with brokers in-house, and keep drayage windows tight. We don't wait for your broker to tell us a container's coming. We pull PARS status ourselves when you give us a container number and bill of lading.
We also maintain a direct relationship with Port of Montreal drayage providers. When a release hits our inbox, we call drayage immediately rather than asking you to coordinate separately. This cuts dock-to-stock time from 72 hours down to 48 hours on average, because we control the drayage timing, not the other way around.
Temperature-controlled reefer cargo runs through our own temperature-monitored workflow. We track deviation logs, maintain cold-chain SOP, and ensure CBSA sees a clean temperature record at release. One temperature deviation and your cargo is flagged for hold; we prevent that before it starts.
We also flag high-risk HS classifications early. Before goods hit the dock, we review the CAD tariff code with your broker. If HS classification looks soft, we tell you and the broker immediately rather than waiting for CBSA to bounce the release back.
Looking at Regulations Going Into 2026
CARM Phase 2 has been stable since 2025. CAD structure and release timelines haven't shifted. The regulatory framework is predictable if you're working with a warehouse that understands the workflow.
What does shift: Port of Montreal container volume and seasonal demand. Port of Montreal releases quarterly throughput reports, and Q4 consistently shows dwell time creep. This isn't regulatory—it's operational reality. Plan for longer dwell in Q4. Build a 10-day buffer into your supply chain between release and customer warehouse arrival if you're importing October through December.
The other constant: broker capacity during peak season. If your broker is slammed, PARS submissions get queued and release times stretch. You can't control this directly, but you can control whether you're using a broker who prioritizes your account and gives you SLA commitments in writing.

The Practical Takeaway
Sufferance warehouse regulations in Montreal are not the constraint. The constraint is drayage timing, dock-to-stock coordination, and whether your broker understands release workflow. A CBSA-authorized sufferance warehouse that controls its own drayage relationships and maintains active PARS coordination will cut your landed costs and supply-chain risk significantly.
If your current setup has you coordinating drayage separately, chasing your broker for release status, and seeing dock-to-stock stretch into 5+ days, your warehouse isn't optimized for sufferance operations. We run this workflow daily at FENGYE. The difference between a 48-hour dock-to-stock and a 96-hour one is usually visibility and drayage control, not the warehouse itself. We can show you how that works.
