Scotch whisky is always Scottish — but the barley that makes it can come from anywhere in the world
Scotch Whisky has Protected Geographical Indication: by definition, it is distilled in Scotland (part of the United Kingdom, EIU 8.28). Bourbon, by American law, must be distilled in the US (7.85). In this sense, the origin of the spirit itself is always democratic for these denominations.
But the supply chain is longer. Malted barley — the main ingredient of Scotch single malt — can be Scottish, English, or sourced from any country with a temperate climate. Bourbon corn can be American, Argentine, or Ukrainian. Water comes from the local source, but the oak for casks can be American or European. And the ownership of the world's most famous distilleries has changed radically over the past two decades.
This article analyses the democratic supply chain of whisky beyond the country of distillation: ingredients, casks, and — crucially — who owns the best-known brands.
The problem: corporate concentration in whisky and unexpected owners
The global whisky market is highly concentrated in three corporate groups.
Diageo (UK, 8.28): owner of Johnnie Walker, Glenfiddich, The Singleton, Caol Ila, Lagavulin, Talisker, and dozens of other Scottish brands. Listed in London. Verified democratic origin.
Pernod Ricard (France, 7.99): owner of Chivas Regal, Ballantine's, Royal Salute, The Glenlivet, Aberlour, Jameson (Irish). French company listed in Paris. Verified democratic origin.
LVMH / Moët Hennessy (France, 7.99): owner of Glenmorangie, Ardbeg.
The problem comes from another angle: Japanese and Korean companies have acquired Scottish and American distilleries. Suntory (Japan, 8.40) acquired Beam in 2014 — with it, Jim Beam, Maker's Mark, Knob Creek, and Laphroaig. Japan clears the democratic threshold (8.40). But there are also emerging Korean and Chinese owners in smaller distilleries.
The more specific problem: barley. Industrial Scotch distilleries do not always use Scottish barley. Industrial maltsters import barley from Australia (8.86), Argentina (6.80), Ukraine (5.57 — blocked), or even countries below the threshold. Small terroir-focused distilleries use exclusively local barley — and declare it.
Whisky in democratic countries: a map of ethical spirits
United Kingdom (8.28) — Scotland produces 70% of the world's malt whisky. Its 150+ active distilleries range from large industrial facilities to artisan micro-distilleries. Those using certified Scottish barley and publishing their maltster include: Bruichladdich (Islay), Springbank (Campbeltown), Glenfarclas (Speyside), and several independent producers.
US (7.85) — Bourbon uses American corn (minimum 51%) by law. Independent Kentucky distilleries — Buffalo Trace, Wild Turkey, Four Roses — use certified American farm grains. American craft distilling has grown from 50 distilleries in 2005 to over 2,000 in 2025.
Ireland (9.05) — Irish whiskey is experiencing a renaissance with distilleries such as Teeling (Dublin), Waterford Distillery, and Dingle. Waterford Distillery deserves special mention: it is the world's first distillery with full terroir traceability of its barley, publishing the exact agricultural origin of each batch.
Japan (8.40) — Japanese whisky is of the highest democratic quality. Nikka (Yoichi, Miyagikyo), Suntory (Yamazaki, Hakushu), and small distilleries like Chichibu use Scottish or Japanese barley with full traceability.
What to look for when choosing a whisky with democratic origin
— Country of distillation: Scotland, Ireland, the US, Japan, Germany, Austria — all democratic countries with EIU > 6.
— Barley/grain origin: transparent distilleries declare their maltster and grain origin. "Floor-malted barley" indicates local, artisan production.
— Distillery ownership: who is the owner? Diageo, Pernod Ricard, LVMH: democratic origin. Chinese groups or blocked countries: review.
— Single Estate or Single Farm: new generations of Scotch and Bourbon offer full grain-to-glass traceability.
— Independent vs. large groups: independent distilleries like Glenfarclas (owned by the Grant family, Scotland since 1865) have the most transparent chains.
The best options in 2026 with a democratic supply chain
Bruichladdich The Classic Laddie — Scotland/UK (8.28). The most transparent distillery in Scotland: uses exclusively certified Scottish barley and publishes the origin of each batch on its website. Owned by Rémy Cointreau (France, 7.99). Price: €40–55.
Glenfarclas 10 / 15 years — Scotland/UK (8.28). Independent ownership by the Grant family since 1865. One of the few large distilleries still in Scottish family hands. Scottish barley, Iberian sherry casks. Price: €45–120 depending on age.
Waterford Distillery Terroir Series — Ireland (9.05). The world's only distillery with full terroir traceability: every bottle states the farm of origin of the barley, with GPS coordinates. Price: €60–90.
Buffalo Trace — US (7.85). The world's most awarded bourbon distillery. Kentucky-certified corn, owned by Sazerac Company (private American company). Price: €25–40.
Nikka From The Barrel — Japan (8.40). Blend of malts from Yoichi (Hokkaido) and Miyagikyo (Miyagi). Owned by Asahi (Japan). Price: €45–60.
Springbank 10 years — Scotland/UK (8.28). The only distillery in Scotland that malts, distils, and bottles in the same location. 100% Scottish, independent. Price: €55–75.
Whisky and transparency: two things that go together
Whisky has centuries of tradition in democracies. Scotland invented the single malt in the 18th century, in one of the countries with the greatest parliamentary tradition in the world. Ireland has been distilling since before most nations existed. Kentucky has been making bourbon since the early days of the American republic.
Corporate concentration in the hands of Diageo and Pernod Ricard is not in itself a democratic problem — both are companies from full democracies. The problem appears when ownership passes to groups from countries with low EIU scores, or when opacity in ingredients allows importing barley from countries without guarantees.
The best options — Glenfarclas, Bruichladdich, Waterford, Buffalo Trace — combine democratic origin with total transparency. That is what Democratic Market lists.
